SECTION 2 –SUMMARY OF PROJECT SCOPE
1. Project Overview and Goals
MnDOT requests responses for Independent Cost Estimating (ICE) and Engineer’s Estimating (EE) Services for the Trunk
Highway (TH) 61 Reconstruction Construction Manager/ General Contractor (CMGC) project in Hastings, Minnesota. The
ICE and EE services for this project will be provided with two separate contracts, performed by two separate contractors.
The scope of work in this RFP is applicable to both the ICE and EE services; however, it should be noted that the ICE
Contractor will work under the direction of MnDOT’s CMGC Program Manager and the EE Contractor will work under
the direction of MnDOT’s Estimating Engineer. Responder’s submission of a proposal is acknowledgement that
Responder may be assigned, at the discretion of MnDOT, the ICE or EE services contract.
MnDOT intends to deliver this project by using the CMGC project delivery method. MnDOT will procure the CMGC
Contractor and design consultants through separate procurement processes. The selected Contractor will participate
and interact with the collaborative professional project delivery team (Project Team), consisting of MnDOT and
MnDOT’s Design Consultants and CMGC Contractor, throughout the project and at critical pricing milestones, expected
to occur at the 30%, 60%, and 90% designs. The Contractor (ICE/EE) is to provide independent and objective
construction cost estimates, schedules, and schedule analysis on behalf of MnDOT. The independent cost estimates
performed by the ICE and EE will be used by MnDOT to assess the reasonableness of the CMGC Contractor’s cost
estimates and price proposal/bid so that MnDOT can determine whether to award a construction contract(s) to the
CMGC Contractor.
Responders should be aware that both MnDOT staff and design consultants will be responsible for the project’s design,
and the design may be phased to optimize the project delivery schedule and/or reduce project cost. The design phasing
may involve issuing multiple construction contracts (work packages) to allow for early material procurement or early
construction activities to take place. The Contractors will provide independent estimates of the construction costs for
each work package or contract pertaining to this Project. If multiple work packages are issued and additional cost
estimates are needed, the contracts for the ICE and EE services will be amended accordingly.
MnDOT is programming construction of the TH 61 Reconstruction Project in Hastings, Minnesota as State Project No.
1913-107. The project includes reconstructing TH 61 from 3rd Street to 36th Street. Two roundabouts are planned at the
intersections of TH 316 and at 36th Street. The retaining wall at Todd Field will be reconstructed. City water and sanitary
sewer will be replaced along the TH 61 corridor. Work is also anticipated to include paving, drainage, access
modifications, new signals, trail work, and constructing a new pedestrian bridge over the Vermillion River.
The current state of TH 61 is not friendly to pedestrian and bicycle traffic and there are mobility issues. Southbound left
turning traffic backs up on TH 61 at the intersection of TH 316. There is also an issue with vehicles speeding entering
Hastings near 36th Street.
The current daily traffic volume on TH 61 from 3rd Street to TH 316 is approximately 30,000 vehicles. The current daily
traffic volume to the south of TH 316 is approximately 10,000 and on TH 316 east is approximately 20,000.
Key elements of the project include:
A. Reconstruct the urban area of Highway 61 through Hastings by maintaining access control throughout the
corridor and establish a new multi-modal corridor that is safer to the public.
B. Reconstruct the retaining wall at Todd Field. This wall is considered historic and will involve working closely with
Hastings High School and the City of Hastings. Optimizing the design and construction of the retaining wall will
be important to saving cost and time.
C. Replacing the City of Hastings water and sanitary sewer lines along the TH 61 corridor to meet current and
future needs.
D. New signal will be added at 18th Street along with the realignment of 18th Street east of TH 61.
E. New roundabouts at the intersections of TH 316 and 36th Street to allow for the more efficient flow of traffic.

F. Build a new pedestrian bridge over the Vermillion River to allow pedestrians and bicyclists a safer and more
comfortable crossing of the river.
The project is currently partly funded, with approximately $10 Million in Regional Solicitation and Transportation
Economic Development (TED) program funding and $10 Million in State funding, for a total of approximately $20 Million.
The City of Hastings and MnDOT continue to apply for grants and other opportunities to fully fund the project. MnDOT
also anticipates using some federal funding for the project’s construction.
MnDOT is in the process of procuring consultant support to help with preliminary and final design work for the project.
MnDOT anticipates having design support under contract by late 2025 and commencing final design in the spring of
2026. MnDOT will manage the project’s design and construction phases (including managing the CM/GC Contractor),
with the City of Hastings being a key stakeholder.
It is anticipated that the Project’s construction will begin in 2028. Potential options to begin critical work in 2027 will be
evaluated during the design development. It is anticipated that all major work (except maintenance and final cleanup)
will be completed by late 2028/early 2029.
MnDOT and the City of Hastings foresee one of the biggest project challenges to be completing the construction in a
manner that best balances traffic mobility and business access while remaining within the project budget.
It is assumed that at least one-lane of traffic in each direction on TH 61 will need to be maintained throughout the
project during construction. The details of how to handle the local system traffic and construction staging will be
addressed in collaboration with the CM/GC Contractor during the design process.
Access for pedestrians and local businesses will need to be maintained/provided during the Project’s construction phase.
Sanitary and water utility relocations are expected to be part of this project. Utility coordination will be critical to the
project and to optimizing the schedule.
Right of Way (R/W) acquisition for this project is underway to allow for early buyouts of available parcels and will
continue through the development of the final plans.
MnDOT has completed a life cycle cost analysis and selected concrete pavement for TH 61 through the project.
