1. Introduction and Purpose

West Memphis School District (the “Owner”) is soliciting Statements of Qualifications (“SOQ”) from qualified firms to provide Owner’s Representative (“OR”) services for the Administration Building Project (the “Project”). This Request for Qualifications (“RFQ”) is issued to identify and shortlist firms with the experience, capacity, and qualifications necessary to represent the Owner’s interests throughout planning, design, procurement, construction, and closeout.

Firms that submit responsive and qualifying SOQs may be invited to respond to a subsequent Request for Proposals (“RFP”), which will include detailed scope, fee proposal requirements, and interviews.

Estimated Gross Square Footage: 11,000 sf

Anticipated Delivery Method: Design-Bid-Build

Anticipated Design Start: 09/2026

Anticipated Construction Start: 02/2027

Anticipated Substantial Completion: 08/2027

3. Scope of Owner’s Representative Services (Summary)

The selected firm will act as an extension of Owner staff and as the Owner’s primary point of coordination among the design team, contractor(s), regulatory agencies, and other stakeholders. Anticipated services include, but are not limited to:

• Pre-design planning support, including feasibility studies, budget development, and site/due diligence coordination
• Procurement and selection of design and construction teams
• Design phase management, including budget and schedule oversight, value engineering, and permitting coordination
• Bidding/proposal management and contractor procurement
• Construction phase oversight, including schedule, budget, quality, safety, and change order review
• Contract administration and payment application review
• Project closeout, commissioning oversight, and warranty management
• Regular reporting to Owner leadership and, where applicable, governing boards

A comprehensive scope of services will be provided in the subsequent RFP to shortlisted firms.
