The City of Monticello (Owner) intends to request Statements of Qualifications (SOQ) from Construction Manager at Risk (CMAR) organizations (Proposers) to provide Pre-construction and Construction Phase services for the following Project:
Monticello Water Supply Treatment Plant
AE2S Project No. P05359-2023-001
This Project consists of the construction of raw water mains to connect Owner’s municipal wells with the water treatment plant (WTP), a 10-million-gallon per day (MGD) WTP expandable to 15 MGD located north of Chelsea Road, WTP effluent piping, modifications to the existing municipal wells to allow pumping to the proposed WTP, and potential modifications to the system’s 0.75-million-gallon reservoir.
Provided with the Request for Qualifications (RFQ) are additional Project Background Documents. These background documents consist of Engineer’s available design documents, including 30-percent design architectural renderings and 30-percent design deliverable.
Receipt of Statements of Qualifications:
Owner will receive printed SOQ demonstrating the Proposer’s qualifications and ability to provide CMAR services and construct the Project at the Monticello City Hall located at 505 Walnut Street, Monticello, MN 55362, until Monday, March 17th at 2:00 P.M. local time. After that time, Owner will no longer accept SOQ.
Submissions shall be prepared at the Proposer’s expense and become a record of the Owner and therefore a public record. Owner is subject to the Minnesota Government Data Practices Act, Minnesota Statutes Chapter, 13 (“MGDPA”) and corresponding Minnesota Rules. All data submitted by Proposer is subject to the requirements and data classifications of the MGDPA.

Any such addenda will be posted to QuestCDN. It is the responsibility of each Proposer to obtain all RFQ addenda prior to submitting their SOQ. Neither Owner, Owner’s Advisors, nor Engineer will be responsible for any documents, including addenda, if any, obtained from sources other than QuestCDN.
The Owner anticipates short-listing not more than three (3) Proposers to participate in a subsequent Request for Proposals (RFP) and potential in-person interviews. The Owner, acting through its authorized representatives, shall have the right to reject any and all submissions and waive any informality or irregularity contained in said submittals.
