Brownfields Assessment Grant Work Plan
City of Russellville, AR Coalition Grant
Work plan for CERCLA Section 104(k) Assessment Cooperative Agreement
October 2026 through September 2030
Pillars: Pillar 1: Clean Air, Land, and Water for Every American
CFDA: 66.818--Brownfields Multipurpose, Assessment, Revolving Loan Fund and Cleanup Grants
1. OBJECTIVE
The objective is to identify, assess, and advance the redevelopment of potentially contaminated properties throughout the coalition communities by completing environmental
assessments, determining site eligibility, and preparing sites for future cleanup and productive reuse. The coalition will complete 28 Phase I ESA's, 20 Phase II ESA's, the
preparation of Sampling and Analysis Plans (SAPs) and one Generic Quality Assurance Project Plan (QAPP) to ensure all sampling activities comply with EPA requirements.
The target areas and priority sites are the Former Dry Cleaner, Former Specialty Motors, and Former Rocky's Car Corral in Russellville, the Vacant Commercial Building and
Former Lana's Sno Ball Stand in Dover, and the Historic Storefronts #1 and #2 in downtown Atkins. By identifying environmental concerns early in the redevelopment process, the
