AMENDMENT 0001
The purpose of Amendment 0001 to Solicitation W911S6-26-Q-A009 is to provide official Government responses to vendor questions, establish a mandatory evaluation baseline for pricing, and provide additional historical data to assist offerors.
Specifically, this amendment accomplishes the following:
Questions & Answers: Provides official Government responses to thirty-seven (37) vendor questions received via email and during the April 21, 2026, Site Visit.
Mandatory BPN Index Baseline: Updates the Addendum to FAR 52.212-1 (Instructions to Offerors) to establish Thursday, April 23, 2026, for the "Kinder Morgan – Altamont, Utah" posting as the mandatory Butane-Propane News (BPN) Index baseline for pricing.
Index Proof Requirement: Adds a requirement for offerors to submit verifiable proof of this specific April 23, 2026 index price with their Volume III Price Quote.
Evaluation Update: Updates the Addendum to FAR 52.212-2 (Evaluation) to reflect that the price evaluation will be calculated uniformly using the mandatory April 23, 2026, Altamont, UT index date and submitted proof.
Revised Pricing Schedule: Deletes and replaces "Attachment 2 - Pricing Schedule" with "Attachment 2 - Pricing Schedule (Revised 27-Apr-2026)" to hardcode the mandatory BPN index date and location into Section A.
Site Conditions: Clarifies site conditions to note the presence of one Underground Storage Tank (UST) at facility 5111.
Site Visit Roster: Provides the Site Visit Attendance Roster as an attachment.
Historical Data: Provides "Technical Exhibit E - Historical Delivery Data (Apr 2025 - Mar 2026)" as an attachment to supply offerors with historical consumption rates by location for logistical planning.
Manookin Road Maintenance: Clarifies that offerors shall NOT quote costs for the upkeep/maintenance of the Manookin Road fenced area at this time. Once final maintenance responsibilities for the yard are definitively established with the awardee, a contract modification and/or agreement will be executed.
IMPORTANT REMINDERS:
QUOTE DUE DATE: The quote due date remains unchanged. All quotes are due no later than 10:00 AM MDT on Wednesday, 06 May 2026.
AMENDMENT ACKNOWLEDGEMENT: Offerors MUST acknowledge receipt of this amendment prior to the hour and date specified for receipt of quotes. Acknowledgement may be made by signing and returning the SF 30, acknowledging the amendment in Block 14 of the SF 1449, or via separate email referencing the solicitation and amendment numbers. Failure to acknowledge this amendment may result in your quote being rejected.

The Mission and Installation Contracting Command (MICC) at Dugway Proving Ground (DPG), Utah, has a requirement for the supply and delivery of bulk commercial propane. The Government intends to award a single, Firm-Fixed-Price with Economic Price Adjustment requirements contract. The anticipated period of performance is a one-year base period with four (4), one-year option periods.
This is a full and open competitive acquisition conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services.
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide bulk propane to various locations across Dugway Proving Ground, as defined in the Performance Work Statement (PWS). The total estimated annual requirement is approximately 1,202,000 gallons.
