Notice of Intent to Sole Source - USDA-ITSD-NIFA; CuadraSTAR Software Maintenance Support and License Renewal

The United States Department of Agriculture (USDA), Information Technology Service Division (ITSD), intends to award on a sole source basis a Firm Fixed Price purchase order to Cuadra Associates, Inc.

The North American Industry Classification System (NAICS) code for this requirement is 513210 – Software Licenses with a Size Standard of $47 million.

Cuadra Associates, Inc. is the primary contractor that sells Cuadra product, STAR’s software maintenance, licensing, updates, and support services. The STAR Software products are proprietary and only available from Cuadra Associates, Inc. Cuadra Associates, Inc. is the original equipment manufacturer (OEM) for the software and owns the copyrighted license source software with all legal rights, privileges, and ownership contained therein. No other source or competitor may legally modify or change the software, nor would they have access to the source code to do so.

Period of Performance:

One Year - 02/01/2024 through 01/31/2025

Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
