CITY OF LIMA, OHIO
2026-2027 SPECIFED PARCEL MOWING PROGRAM
Sealed bids will be received by the City of Lima Auditor’s Office in a envelope marked “BID
FOR 2026-2027 SPECIFIED PARCEL MOWING PROGRAM” attention Purchasing
Department of the City of Lima, Ohio, Municipal Center, 50 Town Square, Lima, Ohio 45801,
until 10:00 A.M., Eastern Standard Time of Ohio, on Wednesday, February 11, 2026.
Purchasing Department is located on the 3rd floor of the Municipal Building, 50 Town Square.
Each proposal shall be made upon the City's prescribed form. The outside of the envelope not
being properly marked may result in bid not being received by the Purchasing Department
before the deadline and could result in bid being disqualified. Bids will then be opened and read
aloud for:
TO PROVIDE GRASS/WEED REMEDIATION (as defined in Chapter 1802.02),
FOR THE CITY OF LIMA AT VARIOUS LOCATIONS THROUGHOUT THE CITY
OF LIMA FOR THE YEAR 2026 and 2027.
This work shall be performed in accordance with specifications available in the Auditor’s office,
located on the 3rd floor of the Municipal Center, 50 Town Square, Lima, Ohio until 10:00 A.M.,
Eastern Standard Time of Ohio on Wednesday, February 11, 2026. Bidders can also find
specifications on the City’s website at www.cityhall.lima.oh.us by accessing the Purchasing link

INSTRUCTIONS TO BIDDERS
Pursuant to the Legal Notice, sealed proposals for performing the work will be received by the
City of Lima, Ohio. At the time and place set forth in said notice, they will be publicly opened
and read. The awarding of the contract, if awarded, will be made by the City of Lima as soon
thereafter as practicable.
A performance bond approved by the Auditor and Law Director of the City of Lima in the amount
of $300 for each small package and $1,500 for each large package as a guarantee of the
faithful performance of the Contract will be required.
Each proposal shall be made upon the City's prescribed form and shall be delivered in a sealed
envelope properly marked “BID FOR 2026-2027 SPECIFIED MOWING PROGRAM” to the
Auditor, Attention: Purchasing Department of the City of Lima, Ohio, 3rd floor of Municipal
Center, 50 Town Square, Lima, Ohio 45801, before 10:00 a.m., Eastern Standard Time, on
Wednesday, February 11, 2026. It is understood that a bid may be withdrawn in accordance
with Section 9.31 of the Ohio Revised Code.
The award of the contract, if it is awarded, will be to the best bidder, whose qualifications
indicate the award will be in the best interest of the City and whose proposal best meets all the
prescribed requirements, as determined in the sole discretion of the City. No notice of award
will be given until the City has concluded such investigations as it deems necessary to establish
the responsibility, qualifications and financial ability of the bidders to do the work within the time
prescribed in accordance with the contract documents to the satisfaction of the City.
The City of Lima reserves the right to waive any bid or bid process irregularities which the City
determines in its sole discretion to be in its favor, to reject any or all bids for any reason
determined to be appropriate in the sole discretion of the City, and to award the contract to the
best bidder meeting the City’s needs as determined by the City at the City’s sole discretion.
Each bidder must ensure that all employees and applicants for employment are not
discriminated against because of their race, creed, color, sex, or national origin.

You must have the bid packet delivered by 10:00 a.m. (EST) on Wednesday, February 11, 2026.

WEED AND GRASS REMEDIATION
PROPOSAL NOTES
1. This proposal is to identify contractors who will complete weed and grass remediation for
the City of Lima. Contractors may bid on any or all the bid options offered. Bidders will be
required to demonstrate the ability to execute all aspects of service to the bid specification
requirements as outlined within the bid option(s) they select. More than one (1) contractor
may be selected by the City of Lima to provide services. Depending on the number of
qualified bidders, the award may be limited to two (2) packages per contractor.
2. The City of Lima reserves the right to utilize City resources and/or other entities, agencies or
groups to fulfill all, or any part of the required services. In that event, no payment shall be
due, nor any obligation incurred, for work not assigned to the contractor.
3. Each proposal shall be made upon the City's prescribed form and shall be delivered in a
sealed envelope properly marked “BID FOR 2026-2027 SPECIFIED MOWING
PROGRAM” to the Purchasing Department of the City of Lima, Ohio, 3rd floor of
Municipal Center, 50 Town Square, Lima, Ohio 45801, before 10:00 a.m., Eastern
Standard Time, on Wednesday, February 11, 2026.
4. All bids must be accompanied by a performance bond satisfactory to the City to serve as a
guarantee that if the proposal is accepted, a contract will be signed by the bidder for the
performance of the work bid upon, and that a bond will be furnished to the City of Lima,
Ohio, for the performance of the contract as required by law.
5. All contract options (small packages: letters A through J, and large packages: L1, L2 and
L3) are for provision of services during the contract years 2026 and 2027.
6. The City of Lima reserves the right to waive any bid or bid process irregularities which the
City determines in its sole discretion to be in its favor, to reject any or all bids for any reason
determined to be appropriate in the sole discretion of the City, and to award the contract to
the best bidder meeting the City’s needs as determined by the City at the City’s sole
discretion.
