Description

***ONLY SEAPORT MAC HOLDERS ARE ELIGIBLE FOR THIS OPPORTUNITY.***

This is a combined Sources Sought/Advance Notice only. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Strategic and Computing Systems Department (A Department) has a follow-on requirement for technical analysis and engineering support for mission assurance, defense and commercial critical infrastructure, and their cyber and physical dependencies. (RFP N0017827R4405). See the attached Advance Notice/Sources Sought for additional information.

NSWCDD will host an in-person Industry Day regarding the anticipated follow-on contract for Mission Assurance Services solicitation, on 29 Sept 2026 at the University of Mary Washington-Dahlgren Campus, 4224 University Drive, King George, VA 22485, 8:00 AM to 5:00 PM EST.

To support market research under RFO Part 10, NSWCDD will offer optional one-on-one sessions with industry partners who request it. Requests for one-on-one sessions should be made along with interested parties’ registrations and are planned to occur from 12:00 PM to 5:00 PM on 29 Sept 2026 upon the conclusion of the Industry Day Question & Answer period. In the event more requests are received than can be accommodated on the afternoon of 29 September 2026, a separate meeting date will be coordinated. Requests for optional one-on-one meetings will not be honored after the registration deadline of 5:00 PM EST 22 September 2026. Virtual one-on-one sessions will not be held.

This notice is issued for informational and planning purposes only and does not constitute a solicitation. The Government is not requesting proposals at this time. Participation in the Industry Day is voluntary and is not required in order to compete for any future solicitation.

Conduct and Content of the one-on-one meeting:

  1. Purpose: The primary purpose of these sessions is for the government to receive information about a contractor's capabilities related to the DRAFT Statement of Work (SOW) attached to the Advance Notice/Sources Sought. While government personnel may ask clarifying questions during the session, they will not solicit formal proposals or ask for follow-up information that could be construed as a pre-solicitation.

  2. Government Attendance: A minimum of two government representatives (e.g., a subject matter expert and/or a program representative) will be present. The relevant Contracting Officer (PCO) and/or other Contracts Department representatives will also be present.

  3. Official Setting: All one-on-one meetings will take place in the designated meeting room. Meetings at other locations are not permitted.

  4. Session Length: 15 minutes per company (strictly enforced).

  5. Industry Delegation Limit: Maximum of two (2) representatives per company team.

  6. Classification: Unclassified. No classified discussions permitted.

  7. No Preferential Treatment: Government personnel will not offer advice, assistance, or opinions that could be interpreted as a commitment or endorsement. The discussion will remain impartial. Your questions and the Government’s answers will be sanitized and shared with all potential offerors via the PIEE Solicitation Module.

  8. Government personnel are prohibited from disclosing any non-public information, including but not limited to:

  • Sensitive acquisition information (e.g., cost estimates, evaluation plans, proposal rankings).

  • Information protected under the Privacy Act or Trade Secrets Act.

  • Another contractor's proprietary information.

  • Questions about performance under the current task order.

These sessions are strictly informational. They serve as market research and do not constitute a formal solicitation or a guarantee of future contractual action. Attendance at this event is voluntary and is not a prerequisite for future contract opportunities.
