Description

The USDA Food Safety and Inspection Service (FSIS) on behalf of the USDA Agriculture Research Service intends to award a firm-fixed price purchase order on a sole source basis to Roche Diagnostics (9115 Hague Road, PO Box 50414 Indianapolis, IN 46250-0414) for the procurement of (1) Digital LC Analyzer Product Number 09274804001; (1) Digital LC Partitioning Engine Product Number 09224777001; (1) LightCycler PRO, 384 Product Number 0958287001; and (1) Thermal Cycler Assembly 96 with delivery and installation.

Statutory Authority

This purchase is being conducted under the authority of FAR 12. The FSIS has determined that Roche Diagnostics is the only source reasonably available to satisfy this requirement because the Digital LC Analyzer and LightCycler are essential for analyzing the amounts and characteristics of genetic polymorphisms in samples by detecting how much fluorescence is detected. It’s widely used in genomics fields to measure the amount of specific DNA in real-time.

This notice of intent is not a request for competitive proposals. It’s a synopsis for informational purposes only. However, any responsible source that believes it can meet this requirement may submit a capability statement, which shall be considered by the agency.

Responses must include:

1. Company Name and CAGE Code.

2. Technical description of how the proposed alternative meets all requirements listed above.

Responses will be used to determine if a competitive procurement is necessary, at the discretion of the Contracting Officer.
