The primary focus of this contract is to produce a strategic plan and provide a high-level blueprint for ongoing activities and processes that the FRCoC will use to coordinate and align resources and actions throughout the network systematically. This contract will utilize Virginia Housing Capacity Building funding to complete this and there are requirements for the strategic plans developed utilizing these funds. The following components must be included in the final strategic planning deliverable. The elements listed in the RFP are foundational and identified as the minimum elements to include in the plan.
