1. Project Overview
The City of Festus is seeking qualified contractors to provide proposals for upgrading the existing HVAC building automation system (BAS) at the Public Library. The project includes installation, integration, programming, and commissioning of a new controls platform, along with a separate maintenance service proposal for the HVAC systems at both the Public Library at 400 West Main St., and City Hall, 711 West Main St., Festus, MO, 63028
2. Scope of WorkA. Controls System Upgrade
- Install a new Tracer SC+ building automation system
- Provide all required licenses
- Provide and integrate Synchrony Interface
B. Equipment Integration
- Integrate six (6) existing rooftop units (RTUs)
- Integrate one (1) mini-split system via Procon interface
- Verify proper communication and functionality
C. Graphics & User Interface
- Develop floorplan-based graphics
- Ensure graphics are user-friendly and accessible
D. Programming & Commissioning
- Full system programming
- Configure schedules, alarms, trends, and sequences
- Commissioning and startup
- Provide documentation
E. Control Wiring
- Provide all control wiring
- Proper termination, labeling, and testing
3. Maintenance Proposal (Separate but Required)
Contractors shall provide separate pricing for the following:
Public Library Equipment
- Six (6) RTUs
- One (1) Mini-Split
- Two (2) Exhaust Fans
City Hall Equipment
- CU-1, AHU-1, Outside Air AHU
- CU-4, AHU-4
- Boilers
- Two (2) Pumps
- Twenty-Four (24) VAVs
- CU-2-3, AHU-2-3
- Fifteen (15) VAVs
Maintenance proposal should include:
- Preventative maintenance schedule
- Scope of routine service tasks
- Emergency/service response times
- Annual cost breakdown
- Optional service tiers
4. Contractor Qualifications
- Experience with Tracer SC+
- BAS integration experience
- Municipal/commercial project experience
- Certified technicians
- Ability to provide ongoing support
