The City of Norcross is seeking information from qualified contractors, architects, and design-build
firms regarding the planned renovation of public restrooms located in City Hall at 65 Lawrenceville
Street Norcross, Georgia 30071. This RFI is not a solicitation for bids but is intended to gather input,
recommendations, and budgetary information to develop specifications for a future Request for
Proposals (RFP).
The response package should be clearly marked “RFI 26-04 – CITY HALL RESTROOM
RENOVATIONS” on its face and submitted by 12:00 p.m. (EST) on April 21, 2026, to the address
below. Please submit two printed copies and one electronic copy (USB) of your RFI package to:

Both printed and electronic copies must contain the same information. Return address must be clearly
marked on the outside of the proposal packet.
Please submit questions/requests via e-mail only to procurement@norcrossga.net. Questions and
answers will be posted in an addendum on the City Website.
No proposal will be received or accepted after the above specified date and time. Submissions
received after the designated date and time will be deemed invalid and returned unopened to the
firm.
No proposal may be withdrawn within thirty (30) days after the proposal deadline. Requests for
withdrawals must be submitted in writing. All proposals shall remain firm for 90 days after the
submission deadline.

The City of Norcross, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42
U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation,
Subtitle A, Office of the Secretary, Part 21,
Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant
to such Act, hereby notifies all Bidders that it will affirmatively ensure that in any contract entered into
pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 23 will be
afforded full opportunity to submit Proposals in response to this invitation and will not be discriminated
against on the grounds of race, color, or national origin in consideration for an award.
INTRODUCTION
The City of Norcross is seeking information from qualified contractors, architects, and design-build
firms regarding the planned renovation of public restrooms located in City Hall at 65 Lawrenceville
Street Norcross, Georgia 30071. This RFI is not a solicitation for bids but is intended to gather input,
recommendations, and budgetary information to inform a future Request for Proposal (RFP).
PROJECT OVERVIEW
The City of Norcross Public Works department is seeking to contract with licensed and insured general
contractors for the renovation of a total of four restrooms (two men, two women) located in the Norcross
City Hall. The restrooms are utilized daily by the general public as well as City elected officials and
staff. Prior to issuing a Request for Proposals for the project, city staff are seeking information on
design, materials, and construction considerations.
The scope for the renovation project will include the following:
• Upstairs men’s restroom containing two stalls, one urinal, and one double bowl sink
• Upstairs women’s restroom containing three stalls and one double bowl sink
• Downstairs men’s restroom containing two stalls, one urinal, and one double bowl sink
• Downstairs women’s restroom containing two stalls and one double bowl sink
Goals for the renovation project include:
• Improve accessibility and ADA compliance
• Modernize fixtures and finishes
• Enhance energy and water efficiency (must meet Watersense requirements)
• Increase durability and ease of maintenance
• Maximize functionality within the existing footprint
INFORMATION REQUESTED
A. Design & material recommendations for the following with consideration to durability,
sustainability, maintenance, and value:
• Tile flooring materials
• Wall finishing
• Floating vanities
• Plumbing fixtures (includes toilets, sinks, and faucets)
• Stall partitions
• Urinal screens
• Mirrors
B. Construction considerations
• Estimated project duration
• Feasibility of completion of restrooms in phases by floor
C. Questions or assumptions needing clarification prior to the release of an RFP for renovation services
SITE VISITS
A pre-proposal meeting is not scheduled for this RFI; however, interested firms may contact the Fleet &
Facilities Superintendent at William.manigault@norcrossga.net to schedule an optional site visit.
Availability for guided site visits is limited to Tuesdays and Thursdays from 12pm to 3pm while the RFI
is open.
SUBMISSION REQUIREMENTS
The City of Norcross requires two paper copies and one digital (USB) copy of the submission. All
copies must contain the same information.

E. Written responses to sections A through C of “Information Requested” section.
Interested firms may but are not required to respond to all sections.
