1 INTRODUCTION
The City of Elk Grove (City) is accepting proposals from qualified Consultants for
Department of Public Works Services to provide on-call professional and general Public
Works Services in accordance with the included specifications, terms, and conditions
shown in this Request for Proposal (RFP). The City anticipates awarding at least two
separate contracts as a result of this solicitation; however, the City reserves the right to
award additional contracts, to award fewer than two contracts, or to reject all proposals
and proceed in a different manner.
Contract 1 shall be for federal/State funded Project Management Services.
Contract 2 shall be for all other non-federal/State funded Public Works Services.
Consultants may submit proposals for one or both contracts. A separate proposal shall
be submitted for each solicitation being responded to. Each proposal shall clearly describe
what contract and services they are responsive to. Prospective respondents are advised to
read this information carefully prior to submitting a proposal. The City prefers to execute both
contracts with a single Consultant but could execute each Contract with a different Consultant.
The services being solicited for Contract 1 as part of the RFP are for the on-call
professional project management efforts required to ensure successful project delivery of
projects funded with federal and/or State funds. These services will include the solicitation
through formal RFPs of additional City contracts with other consultants, and the
management of those consultants, to prepare the actual project plans, studies, etc., that
are funded with the federal/State funds. Because the Consultant selected for on-call
services for the federal/State funded work solicited with this RFP shall be managing the
work on behalf of the City, they shall not be allowed to participate in the solicitation of the
additional work contracted through subsequent RFPs.
The services being solicited for Contract 2 as part of the RFP include non-federal/State
funded on-call professional project management services described in Contract 1 and

general professional services to manage the programmatic aspects of the City’s
infrastructure, as well as some general services to manage the labor and material tasks
necessary to implement maintenance repairs.
Proposals are due no later than Thursday, February 19, 2026, by 4:00 pm PST.
2 BACKGROUND & PURPOSE
2.1
Project Description
Located in the Sacramento Valley, the City of Elk Grove covers 42 square miles
and serves roughly 180,000 residents. The City celebrated its 25th year of
incorporation as it continues to grow and develop. The City combines a core
staffing model with consultant staff augmentation to meet the public’s expectations
for a high standard of public service but also maintains flexibility to the City to adjust
staffing levels as needed.t. As such, the City’s Department of Public Works is
accepting proposals from qualified Consultants interested in providing staff
augmentation support services at varying professional levels to the City as well as
managing a diverse array of subconsultants in support of project management,
engineering, inspections, and operations and maintenance services.
The ideal Consultant shall have experience working with government agencies and
on Public Works projects.
2.2
Project Delivery Method
This project will likely be delivered under two master agreements: Contract 1,
which will be federally/state funded, and Contract 2, which will be funded solely
through non-federal and state sources. The on-call professional services provided
under these agreements shall utilize multiple delivery methods.
Staff augmentation services shall include personnel to be made available on-site
upon request, off-site, or at various project locations throughout the City. In certain
cases, the City may rent office space to Consultant for staff performing
augmentation services at City facilities. Additional project delivery methods shall

include the ability to provide subconsultants to the City on an on-call or project
specific basis.
