The City of Muskegon’s Development Services Division is seeking proposals from qualified firms to complete a citywide grocery market analysis and needs assessment. This study will evaluate current grocery access, analyze local demand, and identify feasible grocery store models that align with resident needs. The intent is to better understand opportunities for a new grocery store within the City and provide clear, actionable recommendations to guide future City decision-making and engagement with potential operators or partners.
The project is citywide in scope and will include market analysis, community engagement, feasibility evaluation, and supportive mapping to illustrate grocery access gaps. Deliverables include a draft and final report, maps, and a presentation of findings to City staff.
