10/09/25 - Amendment 0003 has been issued to incorporate the following changes:
On page 17 of the PWS The following language is removed from the performance work statement “Catastrophic Limitation - An Offeror may include in the technical proposal a catastrophic limitation which would place a cap on the Contractor’s liability for costs associated with the community-based treatment of inmates.”
On page 20 of the PWS in the Procedures for Processing Medical/Surgical and Psychiatric Referrals the language is altered to read as follows “ Following re-designation approval from Central Office, the FBOP will pay the Contractor either the lesser of Medicare rates plus 20% or the Contractors actual costs for all community-based treatment costs incurred greater than $35,000 dollars and a consecutive hospital admission of 7 days or greater.”

“Additionally, each offeror shall complete Attachment 8: Technical Proposal Summary Sheets by Hospital Network, and include such with the offeror's technical proposal.”

The Federal Bureau of Prisons, Field Acquisition Office located in Grand Prairie, Texas intends to make a single award for the provision of Managed Healthcare Services for the Federal Correctional Complex located in Beaumont, Texas (FCC Beaumont). Services to be provided will encompass all levels of medical care to the Federal prisoners, including the on-site operation of medical facilities at FCC Beaumont and inpatient/outpatient facility and physician services. Community-based facilities and providers must be within 100 driving miles of FCC Beaumont. The contract type is an indefinite delivery/ requirements type contract with firm-fixed unit pricing. The contract shall consist of a Base Year and four 12-month option years for renewal. The estimated quantities for the Base Year and all Option Years are as follows:
Mandays: 1,825,000 per year (approximately)
