The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing this Request for Proposals (RFP) to qualified firms or individuals, hereafter referred to as the “consultant”, to undertake the Travel Demand Model On-Call Support project.

This project is intended to support the use and provide incremental improvement of the Systematic Transportation Evaluation and Planning (STEP) model, currently employing PTV Visum modeling software. The STEP Model is the Transportation Council’s travel demand model for estimating and projecting traffic flows in the Capital Region. The model is used to evaluate the effects of real estate development, transportation projects, and other changes in transportation facilities upon travel demand in the region.

This project is being funded by the Transportation Council through its 2025-2026 Unified Planning Work Program. On call modeling support is being requested for one year following the date of contract execution at a fixed budget of $50,000, with a possible one year $50,000 extension. The Transportation Council will administer the consultant contract.

Proposals/Letters of interest are due at 5:00 PM EST on Friday, October 17, 2025 via email to the Capital Region Transportation Council at info@capitalmpo.org . Paper and storage drive submissions will not be accepted.
