The City of Marshalltown is seeking Letters of Interest for the redevelopment of 21 and 23 West Main Street, two vacant, two story commercial buildings located in the Marshalltown Central Business District. The properties share a second floor and will be sold together in as is condition. This is Step 1 of a two step Request for Proposal process intended to identify qualified developers and proposed reuse concepts for the site. Any use permitted in the Urban Core zoning district, except parking, will be considered, with mixed use and active first floor commercial use preferred. There is no minimum sales price. The City will evaluate proposals based on the overall strength of the redevelopment concept, experience, and project capacity, not price alone. Interested parties should review the full RFP for submission requirements, property details, and available background materials, including environmental reports and historic district information. Property tours are available upon request. This posting will remain active until a qualifying redevelopment project is identified by the City.

Qualifications:

The City is seeking qualified developers or development teams with the experience and capacity to complete a substantial downtown redevelopment project. Interested parties should identify the proposed buyer or development team and provide contact information, describe the proposed end use for both the first and second floors, summarize prior redevelopment experience, especially work involving historic buildings or downtown districts, and confirm their understanding that redevelopment costs are expected to exceed $500,000 and that they have the financial capacity to undertake a project of this size. Financial statements are not required at Step 1.

The properties will be sold as is. Proposed redevelopment must comply with the City of Marshalltown Urban Core zoning requirements and all applicable historic district requirements. Any use permitted in the Urban Core zoning district, except parking, will be considered, with mixed use, active first floor commercial use, and occupied upper story space preferred. Property tours are available upon request. Interested parties are expected to review the supporting materials included with the RFP, including environmental reports, lead based paint information, asbestos assessments, cleanup planning documents, and historic district information. Letters of Interest must be submitted in a sealed envelope to the City Clerk’s Office. Faxed or emailed submissions will not be accepted. All submissions become public records. The City reserves the right to reject any and all proposals. If the project advances to Step 2 and a purchaser is selected, the property will be conveyed by quit claim deed with right of reversion, and any abstract requested will be at the purchaser’s expense
