Bid Title: ROCKLAND COUNTY FIREFIGHTERS MEMORIAL

Sealed Bids for the above referenced Bid Number and Title will be received until 3:00 PM on February 26, 2025, at the Rockland County Purchasing Department, 50 Sanatorium Road, Bldg. A, 6 th Floor, Pomona, NY 10970, at which time they will be publicly opened and read.

IMPORTANT NOTICE - Bid Distribution:

The County of Rockland officially distributes Bidding Documents through the Empire State Purchasing Group's Bid Notification System. Copies of Bidding Documents obtained from any other source are not considered official copies. Only those vendors who obtain Bidding Documents from the Empire State Purchasing Group's Bid Notification System are guaranteed to receive addendum information, if such information is issued. Description of Work: The project is the construction of the Rockland County Firefighter Memorial. The memorial is to honor our Volunteer and Professional Firefighters who gave the ultimate sacrifice in giving their lives in the line of duty in Rockland County, or as residents of Rockland County, gave their lives in the line of duty outside of Rockland County.

The memorial is to be sited on the front lawn of the Rockland County Courthouse. The memorial shall provide an area for families, friends, and visitors to reflect and remember the goodness these firefighters gave in serving their communities. The construction shall address the inclusion of other surrounding memorial monuments with access and improvements to allow for one unified memorial location.

This project includes but is not limited to the memorial’s construction, site landscaping and lighting, installation of new walkways, new staircases and handrails, relocation of existing war monuments, and landscape restoration.

Bids are being solicited for and separate contract(s) will be issued in accordance with the Wicks Law for the following trades:

The total Contract Time from the issuance of the Notice to Proceed until the total closeout of the project shall be 210 calendar days. The Contract Time to perform the construction work shall be 180 calendar days from the issuance of the Notice to Proceed to Substantial Completion.

The Bid security or deposit required to accompany this Bid is Ten Percent (10%) of the total Bid price in the form of a Certified Check or Bid Bond. Payee to be: Commissioner of Finance, County of Rockland, 50 Sanatorium Road, Building A, 8 th Floor, Pomona, New York 10970.

Bid bonds/Bid checks will be returned after award of the contract to the successful Bidder or the rejection of all Bids.

Pre-Bid Meeting: A Pre-Bid Meeting will be held on February 13, 2025, at 10:00 a.m., at the Facilities Management Conference Room, Building A, 2 nd Floor, 50 Sanatorium Road, Pomona NY 10970 at the Dr. Robert L Yeager Health Center. Site V isit: A Site Visit will be held after the pre-bid meeting on February 13, 2025, at 11:00 a.m., in front of the Rockland County Courthouse, 1 S. Main St. New City, NY 10956.

The County reserves the right to waive any irregularity in Bidding deemed in its sole discretion to be non-substantive or technical in nature, and to reject any or all Bids and to accept any Bid or Bids as submitted, or as modified, which in the opinion of the County will be in the best interest of the County of Rockland.

The Bid of each Bidder shall contain the certification to non-collusive Bidding as set forth in Section 103-d of the New York State General Municipal Law, included in the specifications. Bidders must strictly comply with this requirement.

Filing Section 8 Bidding Forms 8.0 to 8.10 of the Contract Documents is mandatory when submitting your Bid for this project.
