Description of goods to services to be bid:

The New York State Energy Research and Development Authority (NYSERDA) offers this request for proposals in partnership with the New York Department of State (DOS). NYSERDA seeks to acquire a highly reliable code compliance software to facilitate and streamline building energy code compliance plan review and inspection processes. allow Authorities Having Jurisdiction (AHJ) to apply to use the compliance software through the release of a subsequent NYSERDA Program Opportunity Notice (PON).

The software will be a tool for modernizing, supporting, and enhancing current municipal processes through a user-friendly interface. Enabling access to online code compliance software is viewed as an essential capacity building resource that is responsive to the needs of a broad range of AHJs currently reliant on inefficient and paper driven code compliance processes.

Eligibility/Qualifications Requirements/Preferences:

The qualified software shall have the following minimum capabilities for use by participating AHJs:
• Online application intake, processing, tracking, reporting, workflow management, and fee collection across all municipal departments (i.e.,
planning, zoning, building, clerk, special events).
• Records management, and administrative review, including the management, maintenance, and storage of records.
• Communications management with applicants, their representatives, and other system users.
• Ability to schedule meetings and site visits.
• Ability to track and document the results of onsite inspections.
• Manage the official issuance of required permits and all certificates of occupancy (temporary and final).
• Ability to link to municipal codes for reference and citation during application review and comment.
• Ability to integrate into the municipalities’ GIS system, and/or preferred mapping system.
• Dashboard analytics and reporting options.
• Ability to interface with other departments within the jurisdiction (such as planning office. assessor’s office, clerk’s office, etc.) as part of
supporting workflow.
• Ability to meet NYS IT Security policies as outlined in New York State Information Technology Policy: Information Security, NYS-P03-002 ,
to the extent applicable.

The following functionality is preferred but not required:
• Recording and tracking building attributes and performance, such as Energy Benchmarking/Building Performance Standards.
