1. GENERAL INFORMATION AND SCOPE
1.1 General Information
The County of Portage Wisconsin (County), through its Purchasing Department (Purchasing),
requests bids for an MSW and Recycling Compactor.
The attached Standard Terms and Conditions shall govern this bid unless specifically modified in
these bid documents. Conditions of bid that include the word "must" or "shall,” describe a
mandatory requirement. All specifications are defined as mandatory minimum requirements
unless otherwise stated. If no bidder is able to comply with a given specification or condition of
bid, purchasing reserves the right to delete that specification or condition of bid. Failure to meet
specification requirements shall disqualify your bid. Vendors may not submit their own contract
document as a substitute for these terms and conditions.
1.2 Summary
1.2.1.Furnish all labor, materials, equipment, and incidentals required to install the Municipal Solid
Waste (MSW) and Recycling compactors’ equipment packages.
1.2.2.Contractor shall assume and acknowledge full and complete responsibility for the suitability,
adequacy, and safety of design, construction, and performance of equipment designed or
furnished by the Contractor, including Supplier and subcontractor. All equipment must meet all
applicable local, state and federal requirements including OSHA.
1.2.3.Owner will furnish the required certificates of tax exemption to Contractor for use in purchase of
the compactor equipment. Contractor shall be responsible for all aspects of the Compactor
Equipment per the specifications and drawing in order to provide a complete and operable
compactor system.

1.4 System Description
1.4.1.Performance Requirement
1.4.1.1. The MSW and Recycling compactors shall consist of fully operational stationary
compactor systems for loading and compacting materials into semi-trailers.
1.4.1.2. Custom hoppers shall be included with the MSW and Recycling compactors to allow
for materials to be top loaded using a front-end loader.
1.4.1.3. The compactor equipment shall be designed for continuous operation in an unheated
indoor environment.
1.4.1.4. The MSW compactor shall be sized appropriately to manage a minimum of 50,000
tons of MSW and C&D waste per year operating six (6) days per week (a minimum of 150
tons per day).
1.4.1.5. The Recycling compactor shall be sized appropriately to manage a minimum of 5,000
tons of recyclables per year operating five (5) days per week.
1.5 Submittals
1.5.1.Provide electronic copies of all product data and shop drawings in sufficient detail to confirm
compliance with the requirements of this section as necessary for Engineer approval. Submit
product data and shop drawings in one complete submittal package.
1.5.2.Submit in accordance with “Submittals” the following information:
1.5.2.1. Complete assembly and installation drawings with specifically prepared technical data.
1.5.2.2. Drawings showing interconnections between equipment necessary to provide
complete system.
1.5.2.3. Descriptive information on material and equipment furnished.
1.5.2.4. Materials of construction, cross-sectional drawings.
1.5.2.5. Detailed general arrangement drawing showing installed packer assembly, ram
assembly, power unit, custom hopper, and accessories.
1.5.2.6. Specifically prepared wiring diagrams, including any fire alarm and/or fire protection
requirements.
1.5.2.7. Written description of operation.
1.5.2.8. Project schedule.
1.5.2.9. Product data and ISA Standard Specification sheets for all products.
1.5.2.10. Operation and Maintenance Manuals for each product.
1.5.2.11. Sufficient information to show compliance with the specifications.
1.5.2.12. A list of deviations from the specifications if any.
1.5.3.Test Results
Submit electronic copies of all test results to the Engineer, including any from the factory upon
request of the County.
1.5.4.Credentials and Statements of Qualifications
1.5.4.1. Name of manufacturer.
1.5.4.2. Type and model.
1.5.4.3. Complete performance data.
1.5.4.4. Data on shop coatings.
1.5.4.5. Detailed specifications for control systems.
1.5.4.6. Manufacturer installation guidance.
1.5.4.7. Compactor operation and maintenance manual.

1.6 Delivery, Storage, and Handling
1.6.1.Deliver product to site. Perform receipt inspection including calibration check of all
instrumentation. All exposed openings and conduits shall be sealed.
1.6.2.Vendor will have someone onsite to receive and uncrate the compactor as part of their
installations.
1.6.3.Contractor shall provide rigging and storage instructions.
1.6.4.Contractor shall provide instructions for pieces of equipment that must be removed and/or
unlocked before attempting to start unit.
1.6.5.Store and protect product.
1.6.6.Handle product in accordance with manufacturer’s recommendations.
1.7 Quality Assurance
1.7.1.It is the intent of these specifications to procure a quality product by an established
manufacturer of the latest design. The cost of the equipment shall include all royalties and costs
arising from patents and licenses associated with furnishing the specified equipment.
1.7.2.All materials shall be designed to withstand stresses encountered in continuous operation,
fabrication, and erection. All equipment shall be of corrosion resistant materials or shall be
suitably protected by the Contractor with corrosion resistant industrial coatings. Materials shall
be appropriate for intended application.
1.7.3.Material for which no detailed specifications are given shall:
1.7.3.1. Meet the particular industry standard for the material used.
1.7.3.2. Meet the specifications of ASTM, ANSI or SAE for metals and plastics for the use
intended.
1.7.3.3. Not to be used unless it has previously been used for a like purpose for a sufficient
length of time in the field or under field or under field simulated laboratory conditions to
demonstrate its successful use.
1.7.4.Components and assemblies with equipment unit as a whole shall meet standards of:
1.7.4.1. ASME
1.7.4.2. NEMA
1.7.4.3. OSHA requirements and safety codes.
1.7.5.Manufacturer Qualifications
1.7.5.1. The MSW and Recycling compactors shall be furnished by a single source Contractor
experienced, reputable, and regularly engaged in design and fabrication of stationary
compactor units of similar type and size.
1.7.5.2. The compactor Contractor shall have at least five years of experience in the design,
application, and manufacture of these systems and shall submit a list of not less than five
operating installations.
1.7.6.Factory Assembly
1.7.6.1. As much of the fabrication as possible, but no less than 75%, shall be performed at the
Contractor’s facility.
1.7.6.2. The Contractor facility shall be capable of fabrication of equipment of the size required
in these specifications.
1.7.7.Factory Testing
1.7.7.1. The compactor units shall be factory tested at the manufacturer’s facility prior to
shipment.
1.7.7.2. The test records shall be included in the operation and maintenance manual.
1.8 Safety Requirements
1.8.1.The compactors shall be furnished with adequate protective devices in accordance with OSHA
and local safety code requirements.
