The City of Arcata is seeking proposals from a qualified consultant or consulting team (Consultant) to provide planning services related to the preparation of a comprehensive update to its Zoning Code.  The City recently adopted its first comprehensive General Plan revision since 1999, which includes a new Area Plan and an associated form-based code, and a new Health Element, which promotes walkability, access to healthy food, and equity.

To implement the updated General Plan and meet the City's housing and land use goals, the Consultant will be responsible for the following key tasks:

1) Updating the City’s Land Use Code to conform to the Arcata General Plan 2045, to streamline permitting and allow for infill densification.

2) Drafting ordinances that supports Accessory Dwelling Unit (ADU) development and aligns with State Accessory Dwelling Units (ADU) and SB 9 laws.

3) Develop a new form-based code, and conduct associated public engagement, to regulate high-density development in the Valley West Infill Opportunity Zone.

4) Complete environmental review associated with the tasks listed above, including special studies necessary to support up to a negative declaration under CEQA.

Proposals must be received no later than 4:00 PM on Friday, August 29, 2025. Proposals received in response to this RFP will be used as the basis for selecting a consultant to complete the comprehensive update to the City's Zoning Code. The award for this contract is anticipated to be made at the Arcata City Council's meeting on or after October 1, 2025.
