The Town of Longmeadow on behalf of Longmeadow Public Schools is soliciting
Request for Qualifications (RFQ) for Trade Contractors for prequalification of
experienced and qualified Sub-Contractors to submit a Statement of Qualifications (SOQ)
for the construction of the new Longmeadow Middle School project for the following
two DCAMM trades: 220001 - Plumbing.
Project Description: A +-135,534sqft New Construction Building located at 410 Williams
Street, Longmeadow MA 01106. Construction is anticipated to begin with some early
release packages in June 2026 with a project duration of 32 months.
This is a CM at Risk Project under MGL Ch. 149A,§8. The RFQ contains specific criteria
for trade contractor prequalification and selection. No drawings are being distributed or
bids solicited with this request. Interested firms must submit a SOQ by the deadline
noted and be prequalified if they are interested in later bidding on this project. Only the
prequalified firms will be invited to submit bids for the category of work in which they
were prequalified.
RFQ documents are available from the Town of Longmeadow Purchasing Department
and posted through the Purchasing Department page of the Town website
www.longmeadowma.gov . Requests can also be made by contacting Chad Thompson at
cthompson@longmeadowma.gov (413-565-4185). Bidders should register with the
Purchasing Department to receive updates and addenda.
Email qualification submissions will not be allowed. Sealed proposal qualifications
shall be delivered to the Town of Longmeadow, Purchasing Department, Attn: Chad
Thompson, Director of Procurement, 231 Maple Rd, Longmeadow, MA 01106. Include
with the qualifications submission:
One (1) hard copies of the RFQ proposal submission, AND
One (1) thumb drive, electronic copy of the proposal submission.
The outside of the sealed envelope shall be labeled with the RFQ title, and complete
contact information of the proposer.
Sealed RFQ proposal qualifications will be received until the RFQ deadline of
Friday, June 5, 2026 at 11:00AM at the office of the Longmeadow Purchasing
Department. Late proposals rejected. A public logging will immediately follow.
The Town of Longmeadow, the Awarding Authority, on behalf of Longmeadow Public
Schools reserves the right to reject any and all qualifications, to waive minor
informalities, and to qualify proposers in its best interest.

Part One: Request for Qualifications to Trade Contractors
SECTION I: GENERAL INFORMATION
A. Introduction
This Request for Qualifications (“RFQ”) is the first phase of a two-phase procurement process
for certain subcontractors as set forth in M.G.L. c. 149A, § 8 (“Trade Contractors”) for the
capital project identified above and described further below (“Project”). The Project’s delivery
method is a public construction manager at risk (“CM” or “CM at Risk”) with a guaranteed
maximum price (“GMP”) pursuant to M.G.L. c. 149A.
The Division of Capital Asset Management and Maintenance (“DCAMM”), and the Town
of Longmeadow on behalf of Longmeadow Public Schools for the Longmeadow Middle
School Building Project with construction which will be located at 410 Williams Street in
Longmeadow (“THE DISTRICT”), through the Project’s Trade Contractor prequalification
committee (“Prequalification Committee”), is prequalifying firms interested in providing
public Trade Contractor services on this Project through this RFQ process. The
Prequalification Committee will evaluate properly submitted statements of qualifications
(“SOQs”) based upon the identified evaluation criteria and points set forth in Section V
below and in accordance with M.G.L. c. 149A, § 8. Firms interested in providing Trade
Contractor services for the construction of the Project MUST submit a SOQ in response to
this RFQ as set forth herein. Only those firms obtaining the required minimum points will
be deemed prequalified and will be invited to submit a bid in response to a Request for Bids
(“RFB”) which will be issued in the second phase of the procurement process.
