Title: Consulting Services to Manage the Florida Department of Environmental Protection (FDEP) Grant for the Septic Upgrade Incentive Program

Volusia County has been awarded a grant from the Florida Department of Environmental Protection (FDEP) to provide rebates for qualified individuals who upgrade conventional Onsite Sewage Treatment and Disposal Systems (OSTDS) to a nitrogen reducing system within the DeLeon Springs springshed. The county is seeking a consultant to manage the implementation of the Septic Upgrade Incentive Program including processing applications, verifying program requirements, and participating in grant reporting requirements. The grant will continue through October 31,2025. It is anticipated that the grant will be extended until December 31, 2027.
The 2016 Florida Springs and Aquifer Protection Act and resulting Basin Management Action Plans (BMAPs) require Volusia County to reduce nutrients entering the DeLeon Spring springshed. This grant program is intended to reduce the nutrient input from OSTD in the springshed.
