The City of Lawrenceville is soliciting competitive sealed bids from qualified contractors for On-Demand
Underground Electric Distribution Cable Installation on an Annual Contract with four (4) renewal
options for the City of Lawrenceville Electric Department.
Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with the
SB# and Company Name. Bids will be received until 2:00 P.M. local time on Monday, February 16,
2026 at the Lawrenceville City Hall – Finance Department, 70 S. Clayton Street, Main Level, Room
M46A, Lawrenceville, Georgia 30046. Any bid received after this date and time will not be accepted.
Bids will be publicly opened and read aloud.
Questions regarding bids should be directed to Steve Murray, Purchasing Manager, at
chris.duncan@lawrencevillega.org or by calling 678-407-6420 no later than 2:00 P.M. on January 28,
2026. Bids are legal and binding upon the bidder when submitted.
Successful contractor will be required to meet insurance requirements. The Insurance Company should be
authorized to do business in Georgia by the Georgia Insurance Department, and must have an A.M. Best
rating of A-5 or higher.
The written bid documents supersede any verbal or written prior communications between the parties.
Award will be made to the contractor submitting the lowest responsive and responsible bid. The City of
Lawrenceville reserves the right to reject any or all bids to waive technicalities, and to make an award
deemed in its best interest. Bids may be split or awarded in entirety.

Scope of Work
The City of Lawrenceville is requesting bids from licensed and qualified contractors to provide all labor and equipment in
performing all work necessary for underground electrical work at various locations throughout the City of Lawrenceville.
This is a demand service contract for labor and equipment to supplement the City of Lawrenceville’s Electric Department
work force and will be used on an “as needed” basis. This is an on demand contract. Quantities will vary depending upon
need. All material will be provided by the City of Lawrenceville. Dedicated capital projects will be required to be
solicited separate from this agreement.
I.
BASIC REQUIREMENTS
Contractor shall provide supervision, labor, and equipment, necessary to perform the services of underground
electrical installation services. Contractor shall perform services within the ECG Construction Standards found on
the ECG website https://ecoga.org/services/engineering-energy-services/ecg-construction-spec-book/ and shall
take all reasonable and customary safety measures to protect people, property, and the surrounding environment.
All work shall be conducted in a safe manner and shall comply with all governing regulations concerning safety.
Contractor shall:
A. Have a location within 75 miles of the city limits of Lawrenceville, GA.
B. Provide all equipment and tools necessary to perform the work, including but not limited to bucket trucks,
derrick trucks, excavators, boring equipment, wire pulling equipment, trucks large enough to lift all loads
created by the underground work, barricades, traffic cones and signage.
C. Provide and assure compliance in using protective gear such as hard hats, gloves, safety glasses, harnesses, and
safety shoes to Contractor’s workers and personnel.
D. Erect and maintain adequate barricades, signage, and traffic cones, and safeguard work area to prevent damage
to all property and for the safety of employees and other people. Contractor shall secure equipment and
materials that are stored temporarily in or around a project site.
E. Advise City representative of any unusual hazardous conditions and other pertinent information including, but
not limited to, unsuitable weather that may affect the safety of workers, other people, and property.
F. Clean the area of all debris and trash remaining as a result of the completion of a project; and dispose of such
either off-site or as directed by City Representative.
G. Normal service response is required within forty-eight (48) hours unless prior arrangements are made with a
City Representative.
H. Be responsible for the repair of any damage caused by the Contractor and shall, at no cost and to the satisfaction
of the City of Lawrenceville, restore all areas to their original condition including, but not limited to, structures,
sod, plant materials and ground areas.
I. Have at least one person, in a position of responsibility, representing the contractor on site at all times.
J. City Representative may require a response time within 2 hours for work that must be performed quickly.
Contractor can add the flat rate emergency charge to regular charges for services performed.
II.
QUALIFICATIONS
A. Contractor shall be knowledgeable of the techniques and hazards of this type of service.
B. Contractor shall be trained and shall provide trained personnel to perform this type of service.

C. The City reserves the right to request additional information to determine qualifications and experience of
Contractor.
III. SPECIFICATIONS
A. Primary and secondary underground cable will range in size from #6 duplex to 1000 MCM.
B. If extenuating situations occur that require an electric outage during underground installation, it shall be
coordinated with the City of Lawrenceville Electric Department and the Customers impacted.
C. Primary voltage will be 12470/7200 volts.
D. Standard ECG construction specifications will be followed.
E. Contractor shall complete work in such a manner that there is no damage to vehicles, plants, property, or
people.
F. Contractor will be responsible for contacting the Georgia 811 Center for locates.
G. As directed by City Representative, Contractor shall remove debris from any private property, from any
areas that pose a threat to the safety of people, that impede traffic, or that block walkways, roadways, right-
of-ways, or public utilities.
