INTRODUCTION: The Housing Authority of Baltimore City (“ HABC” ) Invitation for Bids (“IFB”) for
Albert Spencer Gardens - Phase 2 Unit Conversion Project
PROPOSAL DUE DATE:
The entire IFB can be viewed and downloaded by visiting

on or after Monday, August 3, 2026 by 2:00 pm. All responses must be uploaded to Bonfire, by Friday, August 28, 2026 by 2:00 p.m. EST failure to do so will result in the bid being deemed non-responsive.
QUESTION AND RESPONSES:
Any requests for interpretation or questions concerning this RFP/ IFB must be submitted in writing to

and must be received no later than 2:00 p.m. Tuesday, August 18, 2026.
SITE VISIT:
There will be a site visit conducted on Thursday, August 13, 2026 at 10:00 a.m., EST. at 543 McMechen Street, Baltimore, MD 21217.
