The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement” ) to the Offeror whose Proposal is most advantageous to the District.
The Project includes full design and construction services for Burrville ES, which will be an approximately 84,000-square-foot school facility.
The Design-Builder shall design and construct a new school to increase the existing footprint to accommodate the square footage required in the educational specifications (“Ed Spec (s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS”) Ed Specs.
Burrville ES was built in 1979. The project in 1979 included the demolition of an existing school building located on the south portion of the site where the parking lot is currently located. The building has since had two additional construction projects, including a Phase 1 Modernization in 2010, and exterior upgrades in 2019. The building has an existing photovoltaic system which will be removed before construction commences. The Department anticipates the demolition of all of the existing building and all new construction, but the Design-Builder shall recommend a design that is most advantageous to the Project. The Project shall include all new outdoor playgrounds, parking, and loading facilities. The property consists of several lots that will be merged through the subdivision process. It is believed there is an existing paper alley on the site which was closed during the construction of the 1979 school. The Design-Builder will be required to work with DGS and the District Department of Transportation (“DDOT”) to determine the existence of the paper alley and address this condition.
The Project is required to meet all local and national codes including but not limited to DC Energy Conservation, the DC Green Construction Code, the Green Building Act, etc. The project will also be required to meet the recent amendment to the Green Building Act, the Greener Government Building Amendment of 2022 which went into effect on March 10, 2023.
In addition to the required codes, the Project is required to meet LEED requirements, Net Zero and Energy Consumption requirements, Solar-Readiness requirements, and Stormwater Management requirements.
