NOTICE TO RESPONDENTS

Description: The City of McAllen is soliciting Statement of Qualifications from consultants to provide Consulting Services for the Terminal Expansion Design Services at McAllen International Airport (MFE). Only firms/teams providing comprehensive proposals will be considered.
Deadline : Electronic Statement of Qualifications (SOQ) addressed to Mr. Isaac J. Tawil, City Manager, will be received until Thursday, November 21, 2024 at 2:00 p.m. Central Standard Time (CST) . Statements of Qualifications are only to be submitted electronically through the City of McAllen’s bidding portal: https://mcallen.procureware.com , on or before the aforementioned date and time. Original, hard copy and/or late submittals shall not be accepted.
To view this solicitation and submit a response to this solicitation, you must first register in the City’s bidding portal at: https://mcallen.procureware.com . Solicitation documents will not be mailed, e-mailed, or provided in person. Once registered, you will also be added to the solicitation distribution list for changes and/or additions via Addenda form.
Potential Respondents are asked to post their questions on our bidding portal under the tab labeled “Clarifications” under the applicable project number.
The City of McAllen reserves the right to refuse and reject any or all responses and to waive any or all formalities or technicalities, and to accept the proposal considered the best and most advantageous to the City, and to hold the responses for a period of one-hundred twenty ( 120 ) days without taking action.

DISADVANTAGED BUSINESS ENTERPRISE
Bidders and proposers are advised that the City of McAllen has established an overall DBE goal for this solicitation to ensure equal participation of DBE groups specified in 49 CFR 26.5. In compliance with 49 CFR 26, City of McAllen has set a contract goal for DBEs participating in this solicitation expressed as a percentage of the total dollar value of the resultant agreement.
The DBE participation goal for this solicitation is 7.15 Percent (%).
