Scope of Services
2.0        SCOPE OF GOODS AND/OR SERVICES AND APPLICABLE SPECIFICATIONS

This Specification establishes the minimum requirements for this solicitation, listed and described in the body of these specifications, to be used as noted, by The School Board of Osceola County, FL.
The intent of this bid is to purchase, repair, and service grounds maintenance equipment with gasoline, diesel power driven devices, which are hand-held, hand-pushed, or self-propelled and includes, but not limited, to the following types of equipment: lawn mowers (riding, walk-behind and/or push), edger’s, trimmers, hedge trimmers, blowers, vacuums and chipper-shredders. It is intended to cover those items generally used by the School Board to perform grounds maintenance. Pricing for these items will be based on a percentage Discount off List Price or a Cost Plus a Percentage Mark-up. Currently the district utilizes the manufacturers listed on the Price Sheet, please indicate there if these units are offered.
Literature: Upon request, the awarded bidder shall furnish to the School Board literature related to the product offered, for example: user manuals, price schedules, catalogs, descriptive brochures, etc.
Safety Standards: All manufactured items and fabricated assemblies subject to operation under pressure, operation by connection to an electrical source, or operation involving connection to a manufactured, natural, or LP gas source shall be constructed and approved in a manner acceptable to the appropriate State Inspector. Acceptability customarily requires, at a minimum, identification marking of the appropriate safety standard organization, where such approvals of listings have been established for the type of device offered and furnished, for example: The American Society of Mechanical Engineers for pressure vessels; The Underwriters Laboratories and/or National Electrical Manufacturers’ Association for electrically operated assemblies; and the American Gas Association for Gas-Operated Assemblies. In addition, all items furnished shall meet all applicable requirements of the Occupational Safety and Health Act and state and federal requirements relating to clean air and water pollution.
Current Model: The ground maintenance equipment furnished under this contract shall be the manufacturer’s current year model, standard industrial product, except for those modifications or changes required in the standard product in order to comply with the requirements of this specification. All accessories and components normally furnished with the standard product offered commercially shall be furnished with each unit.
Ground Maintenance Equipment Assembly: The equipment shall be fully assembled, serviced, adjusted and ready for use on delivery. Equipment shall be free from rust and imperfections which may affect appearance or serviceability of the equipment.
Sales Promotions: In addition to decreasing prices for the balance of the Contract term due to change in market conditions, a bidder may conduct sales promotions involving price reductions for a specified lesser period. A bidder shall submit to the Purchasing Representative documents identifying the proposed (1) starting and ending dates of the promotion, (2) products involved and (3) promotional prices compared to then-authorized prices. Promotional prices shall be available to all customers. Sales Promotions may not necessarily be manufacturer’s current model as required the paragraph titled “Current Model”.
Trade-In: The School Board may trade-in equipment when making purchases from this bid. A trade-in shall be negotiated between a District Representative and the awarded Bidder. The School Board is obligated to actively seek current fair market value when trading equipment and to keep accurate records of this process.
Repair and Service Rates: Pricing shall be considered on the basis of an hourly rate of service and location of the bidder. In order to meet the needs of the School Board, award may be made to a variety of bidders who offer the lowest hourly rates, discount off list price for parts, pick-up/delivery charges and convenient locations. These rates shall remain firm throughout the term of this contract.
Pick-Up and/or Delivery: The Bidder will be responsible for picking-up equipment and taking it to their facility for repairs and/or the delivery of repaired equipment to the school/department. However, schools/departments may offer to deliver and/or pick-up equipment at their discretion. The Bidder will coordinate with the District Representative for the pick-up and delivery of equipment.
