NOTICE TO CONSTRUCTION COMPANIES REGARDING A REQUEST FOR BIDS

Bids to be submitted by 2:00 P.M. Wednesday April 15, 2026

Sealed bids will be received by the CITY OF PORTLAND at their offices at 100 S

Russell St, Portland, TN 37148, until 2:00 PM CST, Wednesday, April 15, 2026, and opened

Publicly at 100 S Russell St, Portland, TN 37148 at that hour. The reading of the bids will begin

at 2:01 PM CST.


When you submit your sealed bid, the outside packet should include the following information.

“Sealed Bid Enclosed”, “Project Name”, “Date of Bid Opening” and “Your Company Name”.


Summary/Background Information:

This request is for the construction of one (1) detention pond. The contractor is responsible for

maintaining a dust-free environment and installing all erosion control measures. Various

materials are included in contract that may require maintenance throughout the duration of

the project.


Construction Plans:

The preparation of this bid is to be in accordance with the plans provided by the City of

Portland labeled “not for construction”. The final stamped construction plans will be provided

before construction begins.

Contract Period:

This contract has a 1-year completion term, running from May 5, 2026 to May 5, 2027.

The City of Portland reserves the right to extend the contract due to conditions out of

the contractor’s control.


Permits:

The City of Portland shall obtain all State of Tennessee and City of Portland required

permits. These permits may include ARAP, CGP, and Land Disturbance Permits. The

contractor will be responsible for maintaining the required twice-weekly inspections for

the CGP. The contractor will also be responsible for maintaining all roadway track out

and dust control.


Survey:

The Contractor will be responsible for having the survey stakes set for the pond.


Site Access:

The site is to be accessed from the driveway located at 310 Airport Road. A construction entrance

will need to be constructed to access the actual construction site. This access road will need to be

approximately 600’. Gravel is acceptable and the contractor is responsible for installing and

maintaining the road. All clearing and grubbing is the contractor’s responsibility.


License, Insurance, and Bond Requirement:

1. The contractor shall hold general liability insurance for a minimum of 1 million dollars.

2. The contractor shall also provide proof of commercial auto insurance.

3. The contractor shall provide a performance bond in the amount of 10% of the bid price.

The bond does not need to be included with the bid, however the bond shall be provided

prior to the signing of the winning contract.


The City of Portland hereby notifies all bidders that it will affirmatively ensure that in any

contract entered into pursuant to this advertisement, disadvantaged business enterprises will be

afforded full opportunity to submit bids in response to this invitation, and will not be discriminated

consideration for an award. No Disadvantaged Business Enterprise (DBE) goal has been set on

this contract. However, the use of DBE or minority/women owned firms are encouraged.
