REQUEST FOR PROPOSALS
LEGAL SERVICES
The Town of Hempstead Department of Planning and Economic Development requests proposals from law firms to provide legal services for various activities which the Department undertakes. The Department receives funding under the U.S. Department of Housing and Urban Development, Community Development Block Grant Program, and conducts extensive urban renewal within the unincorporated areas of the Town of Hempstead.
Proposals should highlight experience in at least one of three areas: 1) real property actions, including condemnation, zoning, subdivision, conveyance and development; 2) federal regulations governing community development, and/or 3) experience in municipal law.
Professional services will be paid for on an hourly basis, except that the Department reserves the right to establish cost control measures such as fee ceilings per assignment. Disbursements for appraisals, surveys, filing fees, stenographers, etc., will be reimbursed separately from the legal fees.
The legal firms selected will have contracts for one (1) year upon approval by the Town Board. The contract will include an option for the Town, in its sole discretion, to extend said contract for an additional year. The option shall not be deemed a renewal or extension, but a part of the original contract. Minority and women Owned Firms are encouraged to participate.
Proposals will be evaluated based upon your firm’s knowledge and experience in the aforementioned areas of law, availability of staff, fee schedule, and experience with municipalities.
The Town reserves the right to reject any or all proposals and request further information from respondents. All submissions will be the property of the Town and are subject to public disclosure to the extent of the New York State Freedom of Information Law (FOIL)
Further, the following information is required to be part of the proposal:

Name of organization, location(s) and name(s) of principal(s).

Specific staff available to the Department.

List of applicable work experience within the Town of Hempstead
(incorporated and unincorporated areas), Nassau and Suffolk Counties
and elsewhere.
4. Fee schedule.
Four (4) copies of your proposal are to be received at 200 N. Franklin Street, Hempstead, NY 11550 no later than 4:00 P.M. on Friday, September 26, 2025.
