UPDATE 21 MAY 2026 - The USG has decided to no longer utilize the Self-Scoring Matrix as part of its evaluation approach for the RFAAP Competition. Therefore, any questions previously submitted from Industry related to the Self-Scoring Matrix approach will not be answered.

The USG has restructured the evaluation criteria for the Radford Army Ammunition Plant (RFAAP) Competition to incorporate use of a Self-Scoring Matrix as part of a phased evaluation approach. Please refer to the attached Sections L&M and accompanying Solicitation Attachments 0035 and 0036. Request industry feedback on incorporation of this phased approach and specifically the details associated with Phase I and the Self-Scoring Matrix.



The USG acknowledges recent receipt of Draft RFP #2 feedback from Industry, which the USG is still evaluating. Therefore, please refrain from commenting on Volumes 1 and 2 (currently referred to as Phase II) within this version of Sections L&M.



The purpose of this announcement is to solicit feedback on use of the phased evaluation approach and use of the Self-Scoring Matrix. This is a request for information, and therefore, any potential offerors will not be reimbursed for cost associated with providing responses. Provide responses or questions to the individuals identified on this announcement.
