| Background: | The DEPARTMENT desires to move to a fully digital, three-dimensional (3D) model-based contract delivery system. The goal is to produce 3D models that can be used throughout the entire project lifecycle through planning, design, bidding, construction, and maintenance and asset management. The DEPARTMENT has developed or is testing some components of a digital delivery system, including e-ticketing, electronic asset management, and various Geographic Information System (GIS) databases, but they are siloed, and the DEPARTMENT has a need to develop a strategic master plan to bring everything together for use throughout the entire project lifecycle. | ||||
