Project Title: Statewide Mobile Mapping System and LiDAR Data Platform
Background: The DEPARTMENT seeks to modernize its roadway data collection capabilities through the GeoRevitalize Project. This initiative will replace the DEPARTMENT's aging video-LiDAR (Light Detection and Ranging) vehicle system and establish a comprehensive, centralized LiDAR and imagery data repository accessible across the DEPARTMENT's divisions. The Project supports data-driven safety analysis as required by the Highway Safety Improvement Program (HSIP) and aligns with Model Inventory of Roadway Elements (MIRE) Fundamental Data Elements (FDEs).
By consolidating data from the Roadway Systems, Pavement, and Location divisions, the DEPARTMENT will reduce redundancy, improve accuracy, and maximize the value of collected data for safety, planning, and asset management. This RFP will allow the DEPARTMENT to acquire either a mobile mapping system (hardware, software, and training) or vendor-provided data collection services that meet these functional requirements.
Project Scope: The Nevada Department of Transportation is seeking a comprehensive mobile mapping system for roadway data collection, enhancing safety analysis and asset management. The system must include high-accuracy 360-degree imagery and LiDAR capabilities, with options for both in-house operation and mobile mapping services. See RFP for full Scope of Services.

Question: In reference to section 3.1.10 regarding software does NDOT want provider to purchase software on behalf of NDOT or is NDOT looking to have access to the service providers software licenses?
Answer: The DEPARTMENT’s intent is to ensure that the DEPARTMENT’s staff have full access to all software tools necessary to view, process, QA/QC, and integrate data collected under this contract. The RFP does not require the SERVICE PROVIDER to purchase software licenses on behalf of the DEPARTMENT unless explicitly proposed by the SERVICE PROVIDER.

Access to required software functionality may be provided through SERVICE PROVIDER-managed licenses or platforms, provided that the DEPARTMENT users are granted appropriate access for the duration of the agreement and that all data remains accessible, exportable, and owned by the DEPARTMENT.

Question: 2.        As a service provider supplying Data and supporting MIRE asset extraction, we use multiple software platforms and even AI services for more efficient asset extraction. Would we also be supporting 3rd party platforms that we use such as Topodot, Mach9, Reality Cloud, etc? Reference Scope of service 5.0
Answer: The DEPARTMENT does not require SERVICE PROVIDERs to support, license, or provide access to third-party asset extraction platforms that are used internally as part of the SERVICE PROVIDER’s workflow (e.g., TopoDOT, Mach9, Reality Cloud, AI-based services).

SERVICE PROVIDERs may utilize third-party or proprietary tools to support data processing or asset extraction, provided that all deliverables meet the requirements of the RFP, including data ownership, export in non-proprietary, industry-standard formats, and compatibility with the DEPARTMENT’s GIS environment.

As referenced in Section 5.0, DEPARTMENT staff are provided with the tools, software, training, and support necessary to perform in-house manual asset extraction and to maintain flexibility for future automation. Any third-party platforms proposed for direct DEPARTMENT use must be clearly identified in the proposal and must comply with DEPARTMENT IT (Section VIII 2.F) standards and licensing requirements.

Answer: Section 7.9 is intended to apply primarily to GIS-ready deliverables that are intended to be managed, analyzed, or consumed within the DEPARTMENT’s Enterprise GIS environment. This includes extracted roadway assets, linear referencing event tables, and other final geospatial datasets used for safety analysis, asset management, planning, or reporting. Enterprise GIS compatibility requirements apply to final GIS products intended for enterprise use, while raw and supporting datasets are considered ancillary data and are not subject to Enterprise GIS ingestion requirements unless explicitly identified by the DEPARTMENT.

Answer: No. The DEPARTMENT intends to maintain the Past Performance evaluation timeframe at three (3) years. This timeframe is intended to reflect the Proposer’s most recent and relevant experience with current technologies, workflows, and industry practices.

Answer: The DEPARTMENT’s use of the term “tactical-grade” is intended solely as a performance descriptor and is explicitly defined in the Scope of Services, Page 18, Section 3.1.5.d, by accuracy and stability requirements. It is not intended to reference any federal regulatory classification.

Answer: No. As stated in the Scope of Services, 3.1, the DEPARTMENT expects all required software, licenses, and associated maintenance necessary to meet the requirements of this RFP to be included as part of the Proposer’s submission. This includes, but is not limited to, LiDAR processing software, GNSS/IMU post-processing software (e.g., POSPac or equivalent), and any supporting tools required for data collection, processing, and use by the DEPARTMENT during the contract term.

Question: If we provide mobile mapping as a service, is it a requirement that the DOT own the equipment after the engagement, or can the service provider deliver the data while maintaining ownership of the equipment?
Answer: If mobile mapping is provided as a service, the DEPARTMENT does not require ownership of the equipment. In that case, the Service Provider may retain ownership of the equipment while delivering the required data products.

Answer: If a SERVICE PROVIDER proposes to deliver mobile mapping as a service, the DEPARTMENT does not require that the provider’s equipment match every hardware specification verbatim. However, the proposed equipment and workflows must meet or exceed the functional capabilities, accuracy requirements, data quality standards, and deliverables outlined in Section 3.1.3(c) of the Scope of Services and throughout the Scope of Services in the RFP.
The DEPARTMENT is open to alternative or optional equipment configurations, technologies, or methodologies that deliver the same or better results.

Question: If we can provide 90% of the scope of work as a service, is the DOT open to the service provider providing everything except for feature extraction?
Answer: The DEPARTMENT does not currently perform large-scale feature extraction using automated tools and does not intend to outsource feature extraction as a required service under this RFP. The intent of this RFP is for NDOT to perform asset extraction in-house. The system must also remain adaptable to future automated or semi-automated extraction capabilities, as described in the Scope of Services, Section 3.1.10(a) and 5.0.

Answer: The intent of referencing a 64-channel vertical LiDAR configuration is to establish a baseline expectation for data density, vertical resolution, and roadway asset capture capability, particularly for applications such as pavement analysis, roadside feature extraction, overhead clearance evaluation, and general transportation asset inventory.
