SPRINGFIELD STREET AT STONY HILL ROAD
INTERSECTION & SIDEWALK IMPROVEMENTS
The Town of Wilbraham, Massachusetts invites sealed bids for "Springfield Street at Stony Hill Road
Intersection & Sidewalk Improvements", in accordance with the Contract Documents prepared by BETA
Group, Inc., Consulting Engineers, 315 Norwood Park South, Norwood, Massachusetts, 02062. The Select
Board will receive sealed bids until 1:00 PM on Thursday April 30, 2026 at the Engineering Department,
Town Office Building, 240 Springfield Street, Wilbraham, MA 01095 where they will be publicly opened
and read aloud.
Bidders must provide with their bids a signed forms found in the Bid Proposal, which certifies the Labor
Harmony and OSHA training, Non-Collusion, Non-Discrimination and Tax Certifications.
To bid on this project, Contractors must be prequalified in accordance with 720 CMR 5.00. MassDOT
prequalification of contractors with the class of work as, “Highway-Construction”, for the project with an
estimated total value of $1,400,000.
Bidders must email Tonya Capparello at DPW@wilbraham-ma.gov to obtain digital copies of the
documents. Documents will be available April 8, 2026, after 9 a.m.
All bids shall be submitted to the Wilbraham Engineering Department Office at 240 Springfield St,
Wilbraham, MA 01095 prior to Thursday, April 30, 2026, at 1:00 p.m.
There will be no pre-bid conference.
Bids shall be accompanied by a bid deposit in the amount of 5% of the bid price. The bid deposit
must be in the form of a Bid Bond, a Certified Check, or a Treasurer's or Cashier's Check issued
by a responsible Bank or Trust Company having office in the Commonwealth of Massachusetts.
The Bid Deposit shall be made payable to the Town of Wilbraham.

Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development
under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended,
apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary,
any additional information on Minimum Wage Rates for those tradespeople who may be employed for the
proposed work under this Contract.
The Town reserves the right to reject any or all bids, to waive informalities, to advertise for new
proposals, as deemed in the interest of the Town.
