INVITATION TO BID – SHIPPENSBURG UNIVERSITY

SU-2025/3:  Major Asphalt Renovations - JOC

Shippensburg University of the PA State System of Higher Education invites General Contractors to download bid documents for this project.  Work consists of major paving renovations including:  replacement of soft and yielding sub-grades, removal of existing bituminous pavement and stone base, replacement of existing bituminous curbs, milling existing bituminous surfaces, new excavation, new stone base course, transportation and installation of new bituminous concrete base course, transportation and installation of new bituminous concrete wearing course, new tack coat, new heavy duty membranes, new bituminous crack filling, new bituminous curb, new pedestrian paths, full depth asphalt repair, new topsoil, and incidental related construction herein specified to the satisfaction of, and subject to approval of Shippensburg University.  Work shall be accomplished by a single prime contractor, and shall include, but is not necessarily limited to, the furnishing of all labor, superintendence, materials (excluding the asphalt), tools and equipment and performing all work necessary to complete all construction identified on the Contract Documents to the satisfaction of, and subject to approval of the Professional and the Shippensburg University.  Asphalt materials will be purchased separately by the University and transported and installed under this contract.  The contract will be awarded as an open ended contract for a one year period, and contain options to renew for four additional one year periods. Work Orders will be issued against the open ended contract.

A Pre-bid conference is not required.

The Bid package is available at no cost via PennBid at https://pennbid.bonfirehub.com/.  In order to submit a proposal, interested bidders need to register with PennBid. Questions regarding this project shall be submitted via the “Ask a Question” feature in PennBid. Responses to questions which require changes to the Bidding Documents will be posted on PennBid. Bidders who have registered with and downloaded documents for this project from PennBid will be notified by email when a change or addenda has been posted.

PennBid provides bid privacy, security and supplier confidentiality, while streamlining the overall procurement process. Although all solicitations are available for public viewing, interested suppliers need to register to be able to submit a bid.

This is to notify you that the PA State System of Higher Education (PASSHE) is transitioning its construction bidding from Ariba Discovery to the PennBid website for its bidding platform for Construction projects effective immediately. We believe that PennBid will provide a more suitable bidding platform for public construction bidding. If you were registered with PennBid prior to its upgrade to Bonfire you will need to set up a new registration.

PennBid does not charge a fee to register, however it does charge a modest capped fee of 1/3% for fixed contracts or 1/6% of contract value (+ tax) for term contracts if you are awarded a contract through this platform. There is a minimum award fee of $100 and a maximum of $5,000.
