The Internal Revenue Service (IRS) Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch, on behalf of the Department of Treasury's Office of Chief Information Officer (OCIO) intends to negotiate a sole source acquisition with AINS, LLC for its web-based FOIAXpress services. This proposed acquisition will be under GSA Contract#: GS35F576GA and have a period of performance not to exceed 1 year from contract execution.
The authority permitting a sole source acquisition is FAR 6.302-2– “Unusual and Compelling Urgency.” AINS, INC’s has previously supported these services under Blanket Purchase Agreement (BPA) 2032H519A00044. The period of performance has expired for this BPA and there currently is an open competition for a follow on contract that won't be established in sufficient time.
No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than February 20, 2026, 1700 EST. Responses shall be submitted to Adam.N.Walsh@irs.gov. Responses shall include, at a minimum, the following information:
1. The name of your company;
2. Company DUNS No.;
3. POC name and contact information;
4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and,
5. A description of that product(s) and its overall capabilities.
6. A discussion of your business status, size, and recognized category (e.g. small, 8(a), Woman-owned, etc.)
It is your responsibility to demonstrate how your product(s) is capable of providing the same text, scope and information that exists in AINS, LLC’s FOIAXpress service. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product cable of meeting the Government's needs.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer.
