2. PCBs
The synopsis lists PCBs in the scope of work, but we could not find
PCB-specific CLINs in Attachment 2 (Price Schedule). Please confirm
whether PCB wastes are covered under this contract and, if so,
which CLINs apply.
The contract states on page 10.
Section 1.1.1 CONTRACT LINE-ITEM NUMBER (CLIN) SELECTION CRITERIA
(1) PCB-Related, Containing or Contaminated with - Not applicable to this Contract.
3. Qualified Facilities List (QFL)
May we submit an offer based on a TSDF that is not yet on the QFL?
We plan to pursue QFL registration (DLA Form 2507) for the facility
in parallel with the proposal process.
Yes, however, will have to go through vetting to add any new TSDFs. (Section 5.1) PWS.
4. Question Cutoff Date
Please confirm the exact cutoff date for offeror questions.

5. The Qualified Facilities List published on the DLA Disposition Services website to identify
disposal facilities for PFAS waste. We found that the PFAS Disposal List on that page states that the facilities named there are the sole authorized recipients for the
final disposal of PFAS waste, and all of those facilities are located in the United States.
On the other hand, the PWS states that all waste under this contract shall be disposed of or recycled only at DLA-approved TSDFs located in the Government of Japan (GOJ). The two documents appear to point in different directions for PFAS waste.
For CLINs PF20, PF21, and PF22 under this contract, please confirm:
6. May PFAS waste be incinerated at a GOJ-licensed facility in
Japan as final disposal, subject to QFL approval of that facility?
Yes, PWS- Section 2.4 Base CLINs PF20, PF21, and PF22 for incineration. But must follow the PS- Certificate of Disposal/Destruction Required. See Section 2.4. PWS.
7. Or does the PFAS Disposal List on the QFL website apply to this
contract, requiring final disposal in the United States?
No, the QFL restricted TDSF PFAS Disposal listing is for United States Contract.
Combined Synopsis/Solicitation SP450026R0009 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i‐xvi). Work requires the selected contractor to provide for the removal, transportation, and disposal of Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS) located on or around military installations in the Iwakuni, Japan region or within a 50-mile radius of any pickup location listed on the Pickup Locations Table (Attachment 3) of the contract. The following additional information is provided in accordance with FAR 12.603(c)(2).
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation SP450026R0009 is issued as a Request for Proposal (RFP).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01, effective MARCH 13, 2026
(iv) This acquisition is being issued as Full and Open Type under the associated NAICS code 562211; the Small Business size standard is $47M.
(v) See the attached Price Schedule.
(vi) See the solicitation for a description of the requirement.
(vii) The contract is anticipated to have a 30-month base period from SEPTEMBER 2026 to March 2029 and a 30-month option period. See the solicitation for a list of pickup locations.
(viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. See the solicitation for addenda to the provision.
(ix) The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. See the solicitation for addenda to the provision.
(x) Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services (MAR 2025) (DEVIATION 2025-O0003), Alternate I, with your offer.
(xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Products and Commercial Services, applies to this acquisition.

(xvi) Offerors must submit all questions regarding this solicitation in writing via email to TIMOTHY HASSETT at TIMOTHY.HASSETT@dla.mil. The cut-off date for the receipt of offeror questions is 12:00p.m. Eastern Standard Time, fourteen (14) calendar days after solicitation issuance. Questions received after that time may not receive an answer.
