Public notice is hereby given by the Village of Libertyville, Lake County, Illinois that sealed bids will be received for the 2025 Water Main Improvements Project on various streets within the Village of Libertyville. Bids will be received until 10:00 am Central Daylight Savings Time, March 13, 2025. Sealed proposal for the improvements described below will be received at the Engineering and Administration office, at 200 E Cook Ave, Libertyville, IL 60048. Sealed bids shall read in the subject line “Sealed Bid 2025 Water Main Improvements Project.” All bids will be publicly opened at that time and read-aloud. Bids will be acted upon in no case more than 60 days from the date of opening bids.

The work consists of for replacement and/or rehabilitation of water and sewer systems which include the following major work items: replacement of approximately 2000 feet of 8” DIP water main, 1700 feet of 12’’ DIP water main, valves, fire hydrants, water service connections, storm and sanitary sewer open cut repair, pavement & sidewalk rehabilitation and related items in the Village of Libertyville. The work will be done with open cut methods.

All bids offered must be accompanied by bid security in the form of cash, certified check or bid bond made payable to the Village of Libertyville in the amount of not less than ten percent (10%) of the amount of the aggregate of the bid as a guarantee that if the bid is accepted, a contract will be entered into and the performance of the contract properly secured. Electronic bid bonds will be accepted as part of this bid.

State of Illinois, Department of Transportation, Contractor Pre-Qualification and Subcontractor Registration is required.

The Village of Libertyville reserves the right to accept or reject any bid, to award all or part of a contract, and to make such awards as are in the best interests of the Village of Libertyville. Factors other than price which will be considered in awarding or rejecting bids shall include the results of reference contacts, and the quality of the bidder’s performance on prior projects, if any, in the judgment of the Village of Libertyville. All proposals submitted shall be valid for a period of 60 days.

Unless all bids are rejected, the contract award will be made to the lowest responsive responsible bidder. Bidders who are awarded a contract shall be required to provide a Labor and Material Payment Bond and a Performance Bond, each in the total amount of the contract sum upon execution of the contract.

The successful bidder is required to pay the general prevailing wage for work under this Contract as ascertained by the Illinois Department of Labor, and shall submit certified payroll records, in compliance with the Prevailing Wage Act (820 ILCS 130) and the requirements of the Bidding Documents.
