TOLM Group, Inc. is accepting Subcontractor and Supplier proposals for the BATESVILLE WATER TREATMENT PLANT IMPROVEMENT – PHASE 2 INTAKE PROJECT. TOLM invites you to bid on any Bid Package in which you specialize. All bids received shall be submitted in accordance with the requirements of the Phase 2 – Intake Construction Manager’s Manual (the CM Manual). THE PROJECT
The City of Batesville, Arkansas is building a new 15MGD water treatment plant and new intake system drawing raw water from the White River. Phase 2 of this project includes the construction of a new structural steel building that will house the new raw water pumps that will supply the new water treatment plant, as well as an expansion and renovation of the existing electrical and chem feed building. Once the new raw water intake building is operational, the old intake structure will be demolished, and the site restored with landscaping to blend with the newly planned city park.
BID PACKAGES:
There are multiple Bid Packages listed in the Phase 2 – Intake CM Manual, Section 10 addressing all CSI Specification Divisions. Bidders may choose to bid on any of the bid packages listed in their entirety as described.
PROCESS FOR SUBMITTING BIDS:
Refer to the Instructions to Bidders section in the Construction Management Manual for directions on submitting bids. Bids shall be by LUMP SUM as specified on the bid form. The basis of award shall be that which provides the best value to the City of Batesville, with lead-time delivery of material and equipment, performance schedule and subcontractor resources being taken into consideration. The Scope of Work shall include all labor, equipment, materials and incidentals to perform the work as called for in the construction documents, including but not limited to, bid packages, plans, specifications, construction manager’s manual and as required on the Bid Form. The project plans identify all project component structures by name and number. The Bidder shall, at minimum, provide their LUMP SUM bid broken out by Structure as indicated on the Bid Form.
Bidders shall:
1.) Provide a Performance and Payment Bond or a Material Supply Bond as applicable.
2.) Be aware this is an Arkansas Natural Resources Department funded project. Project funding requires Subcontractors and Suppliers to comply with the requirements of the Davis-Bacon Act wage rates.

4.) Include in your electronic bid proposal the name of the project, bid package number, and name of the bidder.

PRE-BID MEETING:
There will be a non-mandatory Pre-Bid Meeting at the Batesville Water Treatment Plant office located at:

Meeting Date and Time: Tuesday, July 15th, 2025 (9am – 2pm)
Attendance is not mandatory but encouraged.

OBLIGATIONS OF BIDDERS:
Successful bidders providing a complete, responsive, and responsible proposal will be required to execute a Subcontract with TOLM Group, Inc., which is available for review in the CM Manual. Additionally, bidders must be prepared to provide a Bid Bond in the amount of 5% of their bid and Performance and Payment Bonds and insurance as specified in the CM Manual.
Bidders must comply with regulatory and licensing requirements of the State of Arkansas as well as all other applicable State statutes. By providing a bid, bidding firms accept the obligation to honor bids for a period of 60-days after the bid openings.
The Owner and Construction Manager reserve the right to reject any or all proposals, based on availability of funding, to waive formalities in the received proposals, to evaluate bids, and to accept any bid or bids which, in their opinion, may be in the best interest of the Owner.
BID GUARANTEE AND PERFORMANCE BONDS:
A Bid Guaranty is required and shall be submitted in the amount of 5% of the total bid at the time the Construction Manager receives the bid.
The “Performance and Payment Bonds” will be in the amount equal to 100% of the contract price security for the faithful performance of this contract price and delivery schedule as set out in the subcontract and for payment of all indebtedness for labor and materials furnished or performed in connection with this contract. The bond will be written by a surety company which is qualified and is authorized to do business in the State of Arkansas. The bond will be written in favor of the Construction Manager and executed per Arkansas state law. An original and two (2) copies of the bond must be furnished, with power of attorney attached to each.
SAFETY
All safety regulations, including federal (OSHA), state, and local, Construction Manager policies, and Subcontract and Purchase Order safety requirements shall be followed by all personnel on the Project. This requirement extends to subcontractors, Suppliers, and second tier Subcontractors and Suppliers. See Section 007 Health and Safety Requirements in the CM Manual. TOLM shall enforce, through the job site superintendent, a NO SUBSTANCE ABUSE policy.
WBE/MBE/DBE
It is the policy of the Owner and CM that minority business enterprises shall have the maximum opportunity to participate in the Owner’s or the CM purchasing process. Therefore, the Owner and the CM encourages all minority businesses to compete for goods, services, and construction contracts. The Owner and the CM reserve the right to reject any-and-all bids, to waive any formalities, and to accept the proposal deemed to be in their best interest. The proposals will be considered based on cost, the bidder’s financial responsibility, equipment, and past performance on completing similar work.
