Description: REQUEST FOR PROPOSALS
SECTION 1: INTRODUCTION AND BACKGROUND
The Town of Lloyd invites experienced and qualified Offerors (“contractors”) to submit proposals to provide services, including to develop a transportation plan for the Town that is in-line with the Town Comprehensive Plan and develop projects the Town can prioritize to make the streets and Town safer for vehicles, bikes and pedestrians.
1.2. BACKGROUND OF PROJECT
The Town of Lloyd, which also contains the hamlet of Highland, suffers from a high roadway fatality rate of 23 per 100,000 residents. To respond to this local issue, the Town proposes to study its existing transportation network to support the development of solutions by creating a comprehensive safety action plan. As a result of this plan and its future implementation, the Town of Lloyd seeks to eliminate traffic fatalities and serious injuries in the Town through comprehensive roadway improvements. To ensure the project’s successful completion, the Town will form an advisory committee to manage the plan’s development.
The Town has been awarded a grant under the fiscal year 2024 Safe Streets and Roads For All grant program, administered and funded by the US Department of Transportation and the Federal Highway Administration.
The Town is seeking qualified consultants/engineers to perform services including the development of a transportation/safety plan to ensure compliance with the “” between the Town and the United States Department of Transportation and the federal Highway Administration.
SECTION 2: INSTRUCTIONS TO OFFEROR
2.1. GENERAL INVITATION
The Town of Lloyd invites all interested parties to submit proposals for the services described herein. For purposes of this RFP, the Town of Lloyd’s designee shall be Supervisor David Plavchak.
The Town of Lloyd will accept all sealed proposals for the Town of Lloyd that either are received by hand delivery or mail and date-stamped by the Town of Lloyd no later than 11:00am on April 17, 2025. All proposals must be sealed and clearly labeled on the front of package referencing “Town of Lloyd Zero Vision Transportation Plan Proposal,” and delivered in person or via mail to:
Wendy Rosinski, Town Clerk Town of Lloyd 12 Church Street Highland, New York 12528 Proposals are solicited in accordance with the terms, conditions, and instructions as set forth in this RFP. Submission of proposals via telephone, facsimile, e-mail or any other method not specifically provided for herein is prohibited. Proposals must be completed in accordance with the requirements of the RFP. No amendments or changes to proposals will be accepted after the closing date and time. No proposals shall be accepted after the stated deadline. The Town of Lloyd reserves the right to reject any or all proposals at its sole discretion.
Any material misrepresentation made by an Offeror may void its proposal and eliminate its proposal from further consideration. Any proposal that is based upon violation of federal, state or local law, or is deemed to be non-responsive will be eliminated from consideration.
The Town of Lloyd shall not be responsible for any expenses or charges incurred by an Offeror in preparing or submitting a proposal, or in providing any additional information considered necessary by the Town of Lloyd in the evaluation of the proposal.
2.2. SCHEDULE
Listed below is the anticipated schedule for all actions related to this RFP. In the event that there is any change or deviation from this schedule, such change will be posted on the Town’s website at www.townoflloyd.com .

2.3. RFP REVIEW/ADDITIONAL QUESTIONS/ADDITIONAL INFORMATION
Each Offeror is responsible for carefully examining all RFP documents and thoroughly familiarizing themselves with each of the Town of Lloyd’s requirements prior to its submission of a proposal to ensure that its responses are in compliance with the RFP.
Each Offeror is responsible for conducting its own investigations and any examinations necessary to ascertain conditions and requirements affecting the requirements of this RFP. Failure to perform such investigations and examinations shall not relieve the Offeror from its obligation to comply, in every detail, with all the provisions and requirements contained in the RFP.
Questions regarding the RFP shall be directed to the Town’s Supervisor, David Plavchak, dplavchak@townoflloyd.com , only. Any contact with any other Town officer or employee regarding the RFP during the procurement period may result in the rejection of any such Offeror’s proposal. Offerors shall communicate in writing only. No other communications with the Town’s designee regarding the RFP are permitted during the procurement period.
