This is a notice of intent to award a single-source procurement action and is not a request for competitive quotes. No solicitation package is available. Firms who want to challenge the single source must show clear and convincing evidence of their capability to provide the supplies, and that competition would be advantageous to the Government. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. NCO-8 will not provide any reimbursement for any costs associated or connected with providing any capabilities information.

Any information submitted in response to this notice of intent is strictly voluntary. This will be the only notice the Government's intent to solicit, and award to one source to satisfy this requirement.
