This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items", as supplemented with additional information included on this notice. This announcement constitutes the only solicitation; offers are being requested, and a written solicitation document will not be issued.
The solicitation number is 25-000021 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07. This acquisition will be made pursuant to the authority of FAR 13 to use simplified acquisition procedures.
This procurement is a Total Small Business Set Aside. The Government intends to issue a Firm Fixed Priced Contract.
The government estimate for this project for the base and all options is under $250,000.00.
The associated North American Industry Classification System (NAICS) Code is 811210-lectronic and Precision Equipment Repair and Maintenance with a business standard size of $34.5 million.
Requirement Description:
The National Institutes of Health, Clinical Center, Department of Laboratory Medicine (DLM) provides clinical laboratory testing for patient and has a requirement for Pipette Calibration Services. The Pipette Calibration Services is required to meet accreditation requirements of the College of American Pathologists and the Joint Commission in accordance with the Clinical and Laboratory Standards Institute.
The five (5) major testing services in Department of Laboratory Medicine are Chemistry, Hematology, Immunology, Microbiology, and Sterility that use approximately 550-570 single-channel pipettes and nearly 71 multi-channel pipettes. Pipettes that are not used on a daily basis may only require once per-year calibration while others which operate at very small volumes (
Service to be performed on-site at NIH to include - calibration maintenance service, repairs, and parts replacement for pipettes manufactured by Eppendorf, Rainin, ThermoFisher, Gilson, Hamilton, to name a few.
The contractor shall provide annual preventive maintenance service and calibrations to meet laboratory ISO 17025:2017 accreditation requirements for pipettes in accordance with the manufacturer’s performance specifications.
Provide preventive maintenance, calibration, and repair of out-of-specification pipettes onsite.
