Multifamily Property and Market Data

The Federal Housing Finance Agency (FHFA) intends to award a sole source contract to CoStar Realty Information, Inc. (CoStar) under the authority of FAR 13.105(a), "Sole source acquisitions.” The anticipated base year period of performance is from 5/4/2026 – 5/3/2027 with 4 additional optional years. The Contractor shall provide multifamily property and market data for use in two existing models integral to the Agency’s ability to act as conservator of Fannie Mae and Freddie Mac and vital to the stability of the multifamily secondary mortgage market. This action will be firm-fixed price. CoStar’s multifamily property and market data product is the only known product to provide data that has all the specific attributes necessary to fully meet FHFA’s requirements.

This is not a request for quotations nor a solicitation for offers. No formal solicitation package is available. Interested sources may identify their interest and capability to respond to the requirement, and must furnish detailed information concerning their capabilities to provide the supplies and services sought sufficient to determine that a comparable source to the Government is available. Responses must be supported with clear and convincing evidence to clearly be able to provide the supplies and services outlined in this notice. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having capabilities to meet the Government's needs. The Government shall be the sole source of determining a vendor’s ability to meet all requirements. The Government will consider all expressions of interest submitted. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.

The responses shall be received no later than the response date and time indicated in this Special Notice. The Government will not be responsible for any costs in the preparation of responses to this notice.
