Description: The Contractor shall provide certain transportation services that are reimbursable directly for the state and are not funded by Medicaid (including, but not limited to trips for non-Medicaid eligible clients, services denied by Medicaid, eligible but inactive Medicaid clients, and those services not submitted for Medicaid approval) to various locations, on an as-needed basis, to individuals who participate in the Family Care Program (“client”) sponsored by certain Office of Mental Health (OMH) Psychiatric Centers, including, but not limited to Bronx, Creedmoor, and Manhattan (collectively the “Family Care/PC”) and PC employees authorized to travel (“staff”). Transportation services shall be provided for all locations within the catchment areas served by Family Care/PC, including, but not limited to, the three Psychiatric Centers named above, which will entail driving clients to community clinics, hospitals, day programs and workshops and returning them from the community clinics, hospitals, day programs and workshops to the Family Care/PC home, or any other transportation requested by Family Care/PC. Family Care/PC has the right to add pick-up and drop-off locations as needed. The Contractor shall provide door-to-door service based on the level of service that is appropriate for the client’s physical and mental capacities. The assistance provided by the Contractor includes opening and closing the vehicle doors, helping the client enter or exit the vehicle, escorting the client to the door, folding and storing the client’s wheelchair or other mobility device as necessary, or securing the wheelchair or other wheeled mobility device in the vehicle. It does not include the lifting of any client. Drivers are to remain at or near their vehicle at all times and are not to enter any buildings, unless specifically requested by Family Care/PC.
