Project Description: PUBLIC NOTICE IS HEREBY GIVEN to all prospective bidders that the Upper Darby Township will receive sealed bids for the following contract: Observatory Hill Recreation Area. Sealed bids shall be submitted and updated online until 11:00 AM prevailing time, on the 22nd day of April 2026 at which time they will be publicly opened and read. All documents and solicitation details are available any time at PennBid (https://pennbid.bonfirehub.com) by clicking on the bids tab. Hard copies of all documents may be optionally purchased through PennBid, estimated cost is $100.00. Project drawings and documents are available for inspection at the Upper Darby Township building located at 100 Garrett Rd., Upper Darby, PA 19082.
REBID - OBSERVATORY HILL RECREATION AREA – PHASE 1
UPPER DARBY TOWNSHIP, DELAWARE COUNTY
This project includes the furnishing of all labor, materials, tools and equipment for the construction of walking paths, playground equipment, landscaping and all associated amenities
Bids must be submitted unconditionally. No bidder may withdraw a bid within SIXTY (60) days after the scheduled closing time for receipt of bids.
Each proposal must be accompanied by a certified check or bid bond payable to the Upper Darby Township in an amount of not less than ten percent (10%) of the bid or bids. Only bonds from companies licensed to do business in the Commonwealth of Pennsylvania will be accepted and the bond shall state the same.
All bidders submitting a bid greater than or equal to $100,000 are required to establish proof of competency and responsibility, in accordance with the Upper Darby Township Responsible Contractors Ordinance (RCO).
Project requires the payment of PA Prevailing Wages, provided in the bid documents.
The successful bidder(s) will be required to furnish Performance and Labor and Material Bonds in one hundred percent (100%) of the amount of the contract; a Maintenance Bond in the amount of twenty-five percent (25%) of the total contract price, as well as a Certificate of Insurance.
The Township reserves the right to waive any informality, or to reject any or all bids, or take such action as it may deem in the best interest of the Township and as may be permitted by law.
Pre-bid meeting is scheduled for April 15, 2026 at 10:00 AM EST and will be held virtually.
