Bid Solicitation for Demolition of Existing Building Located at

168-170 Valley Boulevard, Wood-Ridge, New Jersey, 07075

(Block 274, Lots 16.01 & 16.02)

The Borough of Wood-Ridge, County of Bergen, State of New Jersey (hereinafter “Borough”) is soliciting written proposals from a qualified Contractor (hereinafter “Bidder” or “Contractor”) for the demolition of the existing Building located at 168-170 Valley Boulevard, Wood-Ridge, New Jersey, (Block 274, Lots 16.01 & 16.02, (hereinafter “Project”).

The subject property, which contains a one-story, masonry-type building that formerly housed a retail convenience store, is located along the east side of Valley Boulevard near the corner of Wood-Ridge Avenue.  The Building is surrounded by vacant land owned by the Borough.  The nearest adjacent private property is a one-story office building that houses law and real estate offices on the corner of Valley Boulevard and North Avenue.

I. Base Bid Scope of Work for the Project, includes, but is not limited to, the following:

The Bidder/Contractor shall be responsible for the following:

*** Bidders/Contractors are strongly recommended to conduct a site visit to inspect on-site conditions before submitting your proposal.

  • All mobilization, demobilization, and site restoration associated with the Project.
  • The contractor shall mobilize to the site within two (2) weeks of formal approval, weather permitting.
  • Submit applications for all necessary building/demolition permits to the Wood-Ridge Construction Code Office and shall obtain same prior to beginning work.

    o *** Note A: All Permit Fees shall be waived by the Borough and shall not be included in the proposal.

    o *** Note B: The prior owner of the Property applied for, and was issued a Demolition Permit, in 2025, but decided to sell the property to the Borough prior to performing the demolition.

    o *** Note C: The prior owner performed pre-demolition preparations including asbestos inspection and certification, utility disconnections, and rodent control.
  • Contractor shall confirm the prior asbestos inspection and certification and utility disconnections and shall be responsible for performing same if necessary.
  • Inspection and certification for Asbestos and all other health, safety, and environmental hazards that are required for issuance of a Demolition Permit.
  • All utility disconnections and coordination with associated utility companies.
  • Rodent baiting and extermination, as per permit requirements.
  • Contact NJ One Call (Phone: 1-800-272-1000) prior to start of work.
  • Take pre-construction photographs. Copies of said photographs shall be provided to the Borough prior to commencement of any construction activities.
  • Maintenance and protection of all adjoining property and existing utilities, trees, fencing, sidewalks, etc.
  • Coordination with Wood-Ridge Police for a plan for vehicular and pedestrian traffic and parking on Valley Boulevard during work.

    o *** Note D: The cost of any police traffic or safety details shall be paid by the Borough and shall not be included in the proposal.

    o *** Note E: Contractor’s vehicles, equipment, material can be stored on Borough Property on the site during the project. Trucks, dumpsters, and containers shall be loaded on Borough Property on the site, not in the street.
  • Submission of a demolition safety plan as required by Borough Engineer.
  • Demolition of the existing building.

    o *** Note F: A representative of the Borough shall be present at the time of demolition.
  • Site cleanup, excavation, removal and disposal of excavated / removed materials and debris including but not limited to wooden planks, concrete foundations, and unsuitable materials in accordance with local, county, state, and federal standards, regulations, codes, etc.
  • The site shall be backfilled with suitable fill, topsoiled, fertilized and seeded. All disturbed areas shall be seeded in accordance with NJDEP Standards.
  • Any fill imported to the property for backfill purposes shall conform to current NJDEP Standards for Residential Properties and shall be accompanied by documentation confirming the same.
  • Protection of all roadways, curbs, sidewalks, aprons, etc. Any cost associated with repairs that exceed the scope included within this solicitation and/or any other repairs shall be absorbed by the contractor at no additional cost to the Borough.
  • All work shall be completed in accordance with the current New Jersey Department of Transportation’s Standard Specifications for Road and Bridge Construction, as well as in accordance with all applicable local, county, state, and federal standards, regulations, codes, etc.

II. Bids/Proposal Requirements, Review and Contract Award:

  • All Bids/Proposals will be reviewed by the Borough Engineer.
  • The Borough will award the contract to the lowest and most qualified bidder and will notify all bidders of the decision.
  • The Borough reserves the right to reject any bid for non-responsiveness or non-compliance with the Scope and/or Requirements of this RFP and consider remaining bids for award of contract.
  • The Borough reserves the right to reject all bids for any reason permitted by law.
  • At the time of the notification of the contract award, the awarded bidder shall be required to fulfill the following:

    a. Provide the Borough with a copy of its NJ Business Registration Certificate.

    b. Execute a contract prepared by the Borough Attorney.

    c. Execute an indemnification/hold harmless agreement prepared by the Borough Attorney.

    d. Submit insurance certificates in accordance with the Borough’s requirements, which include naming the Borough and the Borough Engineer, Neglia Group, as additional insured.

    e. Bidder shall fulfill all requirements listed above prior to beginning any work.

    f. If the awarded bidder fails to fulfill any of the requirements listed above the Borough will reject the bidder and reserves the right to award the contract to the next lowest, qualified bidder.

III. Instructions & Deadline for Submitting Bids/Proposals:

This RFP consists of 4 pages including the Bid Proposal Form.

All Bids/Proposals must:

  • Include the Bid Proposal Form (Page 4 of the RFP); and
  • Be returned to the Borough of Wood-Ridge via e-mail to Borough Administrator Christopher W. Eilert at ceilert@woodridge.gov prior to the Deadline.

The Deadline to Submit Bids/Proposals:

Wednesday, July 1, 2026 at 10am

*** The Borough of Wood-Ridge reserves the right to reject all proposals and solicit new proposals and/or not proceed with the project described herein.
