Description:

Notice is hereby given that City of Le Mars, IA will receive Bids at 100 Court Avenue, Suite 300, Des Moines, Iowa 50309 until September 9, 2025, at 3:00 PM local time, for Downtown Signal Modernization Project at which time Bids will be publicly opened and read aloud. Coordinate bid delivery with Jerry Selbher at 515-291-0709. The Bid opening will also be available over a conference call at 319-423-3625, meeting code 519 874 542#. Bids will be acted upon at the regular council meeting on September 16, 2025, or at such later time and place as may then be fixed. Regular council meetings are held on every first and third Tuesday of each month.

General summary of Work to be performed: Full replacement of two traffic signals, plus one partial signal equipment  upgrade in downtown Le Mars, Iowa:  Plymouth Street and 1°t  Avenue NW/SW, Plymouth Street and Central Avenue, and Central Avenue and 1°t Street NE/NW. The project also has a bid alternative with the full replacement of all three signals.

Work shall be in accordance with the Bidding Documents, including the Project Manual and Drawings, which are on file at the Issuing Office of the Engineer, Stanley Consultants, Inc., Des Moines, Iowa from Ms. Mandy Hoag at  stanIeyqroup.com telephone 563-264-6657. Prospective Bidders may contact the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM to 5:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents consisting of 1 Project Manual and set of Drawings may be obtained from the Issuing Office, during the hours indicated above and on demand only, upon deposit or payment in the amount of $180 for each set. Additional Bidding Documents may be obtained at the same cost but are nonrefundable. The deposit for 1 base set will be refunded to those Bidders who return the Bidding Documents to the Issuing Office in good condition (suitable for re-use) within 14 days after the award of the project. Checks for Bidding Documents shall be payable to Stanley Consultants, Inc. Credit card payment is not available. Alternatively, Bidding Documents are available in electronic format (PDF) for no charge. Upon request, electronic bidding documents may be downloaded from the Issuing Office using a secure file transfer email link.

Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A virtual prebid conference will be held at 11:00 AM on August 27, 2025. The prebid conference will be held via conference call at 319-423-3625, meeting code 456 733 603#. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the prebid conference is highly encouraged but is not mandatory.

Bid security and Bidder Status Form shall be furnished in accordance with the Instructions to Bidders.

Each Bid shall be accompanied, in a separate sealed envelope, by Bid security in an amount of not less than 5% of the Bid. Bid Bonds must be executed by corporations authorized to contract as Surety in the State of Iowa and in a form described in the Contract Documents. Bid security shall be forfeited if the Bidder fails or refuses to sign and deliver a signed Agreement and furnish required contract security.

Each Bid shall be accompanied with a Bidder Status Form. Failure to submit a fully completed Bidder Status Form with the Bid may result in the bid being deemed nonresponsive and rejected.

All Bids shall be submitted in triplicate, on forms provided with the Project Manual, on or before the time specified above.

Upon notification of award, Successful Bidder shall furnish contract security in the form of performance and payment bonds described in the Contract Documents.

Performance of the Work shall be completed within the time stated in the Contract Documents.

The City reserves the right to defer acceptance of any Bid for a period not to exceed 35 calendar days after the date Bids are to be received.

The City reserves the right to consider such factors as time of completion of the Work, materials and methods of construction, experience and responsibility of the Bidder, and similar factors in determining which Bid it deems to be in its best interests.

The City reserves the right to reject any or all Bids, to waive informalities or technicalities in any Bid and to accept the Bid which it deems to be in the best interest of the City.
