PRESOLICITATION NOTICE Activation Pre-Planning Support for the Hampton VA Medical Center Hampton, VA 100 Emancipation Drive, Hampton, Virginia 23667.
100% SDVOSB SET ASIDE
This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Activation Pre-Planning Support for the VA Hampton Southside Healthcare Center Hampton, VA project. This requirement supports VHA's mission by providing contractor services to help support the Activation Pre-Planning of the project. This will be a firm-fixed-price contract with an estimated Period of Performance of (34) thirty-four months.
The United States Congress approved numerous major leases for the Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as HVAMC, are working with VA Office of Real Property and other support offices to secure award of the leases to developers who want to create the site of care for VA use.
This major lease will provide improved and expanded access to patients as well as clinical efficiencies for staff. A new 182,230 net usable square foot leased facility will include ambulatory surgery, radiology, primary care, mental health, women s health, pharmacy, minor procedure, dermatology, dental, gastroenterology and a variety of other specialty care services to Veterans. This project proposes leasing an approximately 182,230 net usable square foot (NUSF) new Outpatient Clinic in the vicinity of the south side of Hampton Roads, VA, including 1,250 parking spaces. The new facility would broaden access to Veterans in the southside area of Hampton Roads, where most Veterans in the Hampton Roads area live, and expand upon care currently provided at the nearby, at-capacity community-based outpatient clinics (CBOCs).
This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.veterans.certify.sba.gov/ for details)
and
meet the small business size standard for NAICS 541614.
The solicitation is anticipated to be posted on Contract Opportunities for download on or about 29 July 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. The anticipated closing date of the solicitation will be 14 August 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
