Description

NOTICE: This is a sole source acquisition from Capstone IT, Inc. for the ongoing maintenance and migration of Currency Reader Information Management System (CRIMS) a key legacy system to a COTS solution. The system requires additional support for recent upgrades aimed at migrating legacy CRIMS away from custom coding to a more robust MS Azure software platform which is a COTS product.



The Library of Congress (LOC) has the legacy CRIMS System built using custom coding in 2016 which began degrading in May of 2024 under the current maintenance contract. Attempts were made to repair the system but were not sufficient to sustain operations in this old environment without introducing new software. Capstone IT is already migrating key modules of CRIMS to MS Azure to increase security and modernize the system using this COTS platform. Additional maintenance is needed to support new enhancements already in production, continue removing select modules from the old environment and sustain current state for users. (System is hosted remotely.)





It is the position of the Library, that Capstone IT Inc. as the original system designer and current maintainer is the most qualified to continue the work of migrating critical portion of legacy CRIMS to the new MS Azure system. Work over the coming year will allow the system complete its migration to MS Azure, this will allow a competition for system maintenance in FY26.





Please see the attached Justification and Approval (J&A) titled: "J-and-A-CRIMS_Maintenance_FY25_12-13-2024_Redacted" and the "Draft SOW CRIMS Maintenance_FY25_12122024".





The LoC intends to fulfill this requirement by issuing a sole source contract award to Capstone IT Inc. Any firm that wishes to be considered for this requirement and believes that this does not meet the Sole Source criteria must submit a capability statement that demonstrates its ability to meet all the requirements described in the draft Statement of Work (attachment to Notice). The capability statement must be received no later than 4:00 pm EST, Dec 28, 2024. It must be emailed to the contracting officer at bmatsuoka@loc.gov. The capability statement must not exceed five (5) double-spaced pages and shall include the following information:



1. Company name, SAM Unique Entity Identifier, address, point of contact, phone number, and e-mail address



2. Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, Professional Corporation, etc.)



3. References, including name, phone number, and e-mail address of individuals who can verify the demonstrated capabilities indicated in the statement and;



4. Resumes for key personnel who would work on the contract for those individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work. (Resumes are not counted as part of the 5-page limit for capability statements.)



If other vendors express interest in this award, the Library reserves the right to proceed on a sole source basis if the conditions warrant it.



In accordance with LC06.305, Availability of the Justification, the Justification and Approval to issue a sole-source contract to Capstone IT, Inc, 12120 Shamrock Plz, Omaha, HE 68154-3539 is posted with this notice.
