Project Description: Sealed proposals will be received electronically via PennBid at https://pennbid.bonfirehub.com by the Tamaqua Area Community Partnership, 125 Pine Street, Tamaqua, PA 18252 until 2:00 PM on June 20, 2025, for restoration of historic facades located at 115, 117-119, 123, and 206 West Broad Street.

Proposals must be submitted in accordance with the Contract Documents. Bid security in an amount equal to ten percent (10%) of the total bid shall be submitted with each bid in accordance with the General Conditions of the specifications. One hundred (100%) performance and payment bonds will be required. Bonding Companies must be listed in the US Treasury Circular 570.
The Labor Standards and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
Non-discrimination in employment – bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of services. In addition to EEO Executive Order 11246, contractors must also establish a 6.0% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmative action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135.
In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county, or general trade area.
All contractors and all subcontractors shall carry Workers’ Compensation Insurance as required by the laws of Pennsylvania. See General Conditions of the Specifications for Commercial General Liability, Automobile Policy, and Umbrella or Excess Liability insurance requirements.
Prevailing wage requirements are applicable to this project. All work to be completed in accordance with the Pennsylvania Prevailing Wage Act. L&I Prevailing Wages Determination project serial number: 25-04599.
The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the owner for a period not to exceed thirty-five (35) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the contract. In this period of time no bidder may withdraw their bid.
